About this opportunity

The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB) seeking qualified vendors to provide PavMaster by Gilcrest 414 Tow Type Paver or equivalent asphalt paving equipment for statewide use. The procurement covers tow type asphalt pavers to be delivered to multiple MoDOT facilities across Missouri, including locations in St. Joseph, Macon, Hannibal, Lee's Summit, Jefferson City, Chesterfield, Joplin, Springfield, Willow Springs, and Sikeston. The bid solicitation requires vendors to submit detailed technical specifications, pricing, and equipment capabilities for evaluation. Bids will be accepted electronically through MissouriBUYS or by mail from February 18, 2022, until March 18, 2022, at 2:00 PM CDT, with hard copy submissions requiring five days' advance notice to the buyer. The contract period will run from the award date until April 30, 2025, with up to two one-year renewal options. Evaluation criteria will focus on identifying the lowest responsive, responsible, and reliable bidder that meets all mandatory specifications and requirements.

The IFB encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran Business Enterprises (SDVE) are also encouraged to participate. The contract includes provisions for cooperative purchasing, allowing Missouri counties, cities, and other political entities to purchase equipment under the same terms and pricing. Vendors must provide equipment training upon request after delivery, covering safe operation and routine maintenance. The procurement includes a Domestic Products Procurement Act provision offering a 10% price preference for products manufactured or produced in the United States. Liquidated damages of $100 per day per item may be assessed for late deliveries. While no specific total contract value is listed, the solicitation indicates pricing will be evaluated based on the maximum potential financial liability to MoDOT, with the agency reserving the right to increase or decrease quantities as needed.
