About this opportunity
The Massachusetts Environmental Police, an agency within the Executive Office of Energy and Environmental Affairs, has issued a Request for Information for statewide towing, recovery, roadside assistance, and hazardous materials services, with responses due October 30, 2026, at 10:00 a.m. EST. That deadline passed on November 2, 2026. The RFI is information-gathering only, does not commit MEP to a contract, and will inform a potential future Request for Responses or Request for Quotes.
Required services include voluntary and involuntary towing, recovery, and transport of MEP patrol vehicles; rapid roadside assistance to stranded or disabled motorists, including battery testing and replacement, jump starts, fuel delivery, tire replacement, and lockout services; and HAZMAT response. Coverage must be statewide, including Martha's Vineyard and Nantucket, plus out-of-state towing for approved training and events. Service must be available 24/7/365 with a target emergency response time of 30 minutes.
Equipment must include flatbed, hook and chain, boom, light-duty, medium-duty, heavy-duty, and heavy rotator trucks capable of servicing passenger vehicles, SUVs, pickup trucks, commercial vehicles, OHVs, motorcycles, trailers, boats, and specialized equipment. Respondents must describe HAZMAT equipment, personnel certifications, containment and cleanup abilities, and response limitations.
Responses must address statewide coverage, dispatch and communications infrastructure, equipment inventory, documentation and invoicing procedures, island operational plans, insurance and licensing, and experience with public safety agencies within the past five years. Vendors must identify subcontractors or third-party providers and explain how they manage service quality and response times. Pricing must be itemized for standard towing, mileage, recovery, winching, extrication, roadside assistance, storage, after-hours and holiday service, heavy-duty towing, island service, and out-of-state towing.
Questions were due October 16, 2026, at 5:00 p.m. EST, and official answers were to be published by October 23, 2026. Submissions require one electronic copy with consecutively numbered pages. Respondents may answer any or all questions posed and bear their own costs of preparing a response.
