About this file
This is a Request for Information (RFI) document issued by the Massachusetts Environmental Police (MEP), an agency within the Executive Office of Energy and Environmental Affairs, for statewide towing, recovery, roadside assistance, and hazardous materials services. The RFI seeks vendor information to inform development of a potential future Request for Responses (RFR) or Request for Quotes (RFQ). Services required include voluntary and involuntary towing, recovery, and transport of MEP patrol vehicles; rapid roadside assistance to stranded or disabled motorists; and HAZMAT response capabilities. Required coverage includes statewide service (including Martha's Vineyard and Nantucket) plus out-of-state towing for approved training and events. The service must be available 24/7/365 with a target emergency response time of 30 minutes. Equipment capabilities must include flatbed, hook and chain, boom, light-duty, medium-duty, heavy-duty, and heavy rotator trucks capable of servicing passenger vehicles, SUVs, pickup trucks, commercial vehicles, OHVs, motorcycles, trailers, boats, and specialized equipment. Roadside assistance services must include battery testing and replacement, jump starts, fuel delivery, tire replacement, and lockout services. The RFI submission deadline is October 30, 2026, at 10:00 a.m. EST, with questions due by October 16, 2026, at 5:00 p.m. EST. Official answers to questions will be published by October 23, 2026.
The RFI does not commit MEP to enter into a contract and is issued solely for information gathering purposes. Respondents must provide detailed responses addressing statewide coverage capabilities, 24/7 service availability and response times, dispatch and communications infrastructure, towing and recovery equipment inventory, documentation and invoicing procedures, Martha's Vineyard and Nantucket operational plans, roadside assistance capabilities, vehicle transport abilities, recovery service expertise, insurance and licensing qualifications, relevant experience with public safety agencies within the past five years, and detailed pricing structures for standard towing, mileage, recovery services, winching, extrication, roadside assistance, storage, after-hours and holiday service, heavy-duty towing, island service, and out-of-state towing. Vendors must identify any subcontractors or third-party providers and explain how service quality and response times are managed. Respondents should also provide information on HAZMAT response capabilities, including equipment, personnel certifications, containment and cleanup abilities, and response limitations. All respondents are responsible for their own costs in preparing a response. Interested vendors must submit one electronic copy with consecutively numbered pages and may answer any or all questions posed.
