About this opportunity
Michigan's Department of Technology, Management and Budget issued RFI 260000000015 on August 3, 2026, soliciting vendor information on statewide telecommunication products and services, with responses due September 9, 2026 at 12:00 p.m. Eastern. This is market research only; participation does not constitute a prerequisite for eligibility in any future solicitation resulting from the RFI.
The State seeks information across three primary domains: Internet Service Provider and Broadband Services (Section A), including business internet, dedicated fiber, broadband, wireless 4G/5G, cloud connectivity, hotspots, and TV services; Enterprise Data Communications Services (Section B), covering network infrastructure hardware, software, access and core switches, routers, network security, wireless networking, and management tools; and Enterprise Voice Communication Services (Section C), addressing SIP trunking, dial plans, toll-free services, and POTS replacement. Vendors may respond to individual sections rather than the entire portfolio.
The State is gathering market intelligence on available technologies, service offerings, pricing models, industry best practices, and emerging innovations to support mission-critical operations, public-facing services, public safety functions, remote workforce initiatives, cloud adoption, and digital transformation across state agencies, departments, institutions, local government entities, and authorized users. The RFI does not request formal pricing or quotes but seeks information on cost-structure models, pricing methodologies, and service delivery options; vendors may provide illustrative nonbinding ranges, sample unit structures, or qualitative methodology. Rate cards for engineering and technical resources should include labor categories and rates.
Responses must be submitted electronically through the SIGMA VSS system in modifiable native formats and include detailed vendor questionnaires covering company background, qualifications, Michigan economic impact, and compliance certifications. Vendors must disclose debarment, suspension, litigation, contract defaults, labor law violations, and environmental law violations within the past five years; certify proper employee classification, absence of forced or child labor, filing of Michigan tax returns, non-involvement with Iran-linked businesses, Clean Corporate Citizen status, and full payment of State taxes. The State anticipates evaluating deployment models, support structures, pricing methodologies, contract structures, implementation capabilities, and public-sector experience. Vendors may request confidential treatment for trade secrets and proprietary or financial information. Responses become public record immediately upon receipt and are subject to Michigan's Freedom of Information Act.
