About this file
This is a Request for Information (RFI) document from the Department of Technology, Management & Budget (DTMB) of the State of Michigan seeking to understand industry-standard cost structures and service offerings for consolidated telecommunications products and services across three primary categories. The RFI does not request formal pricing or quotes at this stage but instead asks vendors to describe their cost structure models, pricing methodologies, and service delivery options for Internet Service Provider (ISP) offerings, enterprise data communication services, and enterprise voice communication services. Under Section A, DTMB seeks information on ISP products including business internet, dedicated fiber, broadband, wireless 4G/5G, cloud connectivity, hotspots, TV services, and related solutions, with particular emphasis on understanding how vendors organize bandwidth-based, speed-tiered, usage-based, flat-rate, and per-site pricing models. Section B addresses enterprise data network communication services, requesting details on cost structures for network infrastructure hardware, software, and services including access and core switches, routers, network security solutions, wireless networking components, and management and monitoring tools. Section C focuses on voice communication services, specifically requesting information on cost structures for SIP trunking, dial plans, toll-free services, and POTS replacement solutions. The document does not specify response deadlines, bidder conferences, or contract award dates in the provided content.
The RFI explicitly states that the State of Michigan is not requesting actual pricing or quotes at this time but rather seeking information to inform future procurement planning and understand industry pricing frameworks. Vendors are asked to provide rate cards for field service technician resources (regular, overtime, and holiday hours) and various professional services categories including voice engineers, data engineers, network architects, and network specialists. The document indicates DTMB's objectives include increasing bandwidth capacity, providing network diversity to remote state sites, transitioning to current transport technologies, reducing recurring costs, and increasing agility in service delivery. No information regarding set-asides, incumbent contractors, current funding sources, or specific contract amounts is included in this RFI document, as it represents an information-gathering phase to establish baseline understanding of available market solutions and cost models prior to formal procurement activities.

Section A - ISP
| Internet Services | Do you provide these products/services? | Cost Structure |
| Description/Purpose: |
DTMB Network Services is seeking to provide increased bandwidth, provide network diversity to State Remote Sites, transition to current transport service technologies, reduce recurring costs, and increase agility in providing internet services to the State.
This proposal includes the provision of all deliverables, services, resources, and feature(s) that will be utilized to provide and optimize the internet services to the SOM. Please list the products/services you provide based on the categories and descriptions we've provided below. The State is seeking information on the cost structures used for Internet Service Provider offerings. At this time, the State is not requesting pricing or quotes. Instead, vendors are asked to describe how their pricing models are organized for the following types of services: business internet, dedicated fiber, broadband, wireless 4G/5G, cloud connectivity, hotspots, TV services, and related ISP solutions.
Please describe:
• The cost structure types you offer (e.g., bandwidth‑based, speed tiers, usage‑based, flat‑rate, per‑site, per‑circuit, subscription).
• How costs are typically determined (e.g., bandwidth, distance to network, service level, contract term).
• Whether services are bundled or itemized (e.g., equipment, installation, managed services, CPE).
• Any optional add‑ons (e.g., DDoS protection, redundancy options) and how they affect cost structure.
• Whether enterprise or statewide pricing models are available.
• Any minimum service commitments commonly required.
The State is gathering this information to understand industry‑standard ISP cost models for future planning.
Category A: Business TV Services Definition: provide television programming services, including the packages of video channels and music programming. commercial-grade video and television distribution systems. They provide scalable live broadcast, on-demand media, and digital signage across multiple screens
Category B: customer premise equipment (CPE) Definition: hardware leased by a user and located on their property. It connects directly to a service provider’s network at a demarcation point
Category C: Business WIFI Definition: enterprise-grade wireless internet for large organizations.
Category D: WIFI Hotspot Definition: a physical location or a portable device that provides internet access to nearby devices. It works by connecting to a cellular network or broadband connection and broadcasting a wireless signal that allows laptops, tablets, and phones to get online.
Category E: Enterprise Internet Services Definition: Service provides Internet access service implemented using a hybrid fiber/coax or a fiber access network. Customer interface to the data network is via Ethernet connection. EI Service enables a variety of upstream and downstream rates.
Category F: Dedicated Fiber-optic Internet Definition: a premium, private fiber-optic connection that is not shared.
Category G: Dedicated Denial of Service (DDoS) Protection Definition: protection cybersecurity measure that safeguards networks from fraudulent traffic. It works by rapidly detecting attacks, differentiating malicious junk traffic from real users, and filtering or absorbing the "bad" traffic so your services remain online
Category H: Cloud Connect Service Definition: Provides a private, layer 2 connectivity to cloud service providers (CSPs).
Category I: Wireless 4/5G Internet Services Definition: delivers internet via cellular towers rather than wired cables. Requires compact receiver or router near a window, and it catches the cellular signal to broadcast a Wi-Fi network
Category J: Software-Defined interconnection (SDCI) or Network-as-a-Service (NaaS) Definition: allows enterprises to build and manage private, virtual network connections to cloud providers, data centers, and business partners instantly. Instead of laying physical cables, businesses use a software portal to provision connections on demand.
DSL (Digital Subscriber Line) Definition: a broadband internet connection that transmits digital data over existing copper telephone wires. It allows for uninterrupted, high-speed internet access
Satellite Internet Services Definition: a broadband connection that transmits data wirelessly from space to a satellite dish at your location, bypassing the need for physical cables. It is primarily used to provide internet access in rural or remote areas where traditional wired infrastructure like fiber or cable is unavailable

Section C - Voice Communication
| Enterprise Voice Communication Services | Do you provide these products/services? | Cost Structure |
| Description/Purpose: |
The DTMB Network Services division is responsible for delivering business-critical enterprise phone services to the State of Michigan. In order to facilitate both the assignment of phone numbers and the provision of inbound and outbound dialing capabilities, DTMB requires a SIP (Session Initiation Protocol) trunk connection from a Telco Carrier in order to provide phone services to the SOM.
State Agencies that are unable to access the SOM phone service due to remote work locations must have the ability to procure their own voice services through a SOM contract. Such services should encompass local, long-distance, and toll-free calling, ensuring comprehensive telecommunications coverage for all agency needs.
DTMB will need to acquire hardware and software under this contract to facilitate the connection between the SIP trunk and the SOM phone system. The services rendered will include, but are not limited to: hardware, software, management tools and applications, maintenance, support and professional services for design and implementation. Please list the products/services you provide based on the categories and descriptions we've provided below. The State is collecting information on general cost structures used for voice services, including SIP trunking, dial plans, toll‑free services, POTS replacement, and related voice technologies. The State is not requesting pricing at this stage.
Please describe:
• The cost structures typically associated with local, long‑distance, toll‑free, and SIP services (e.g., per‑minute, per‑channel, per‑session, per‑Trunk Group, subscription‑based).
• How factors such as call volume, number of DIDs, service coverage, redundancy, or routing features influence cost.
• Whether usage‑based, unlimited, hybrid, or bundled voice service models are offered.
• How hardware, SBCs, or POTS replacement equipment are typically priced (e.g., one‑time cost, monthly lease, subscription).
• Any optional service features (e.g., failover routing, enhanced toll‑free features) that impact cost structure.
• Whether enterprise, statewide, or volume‑based pricing models are available.
• Any typical minimum commitments or thresholds related to voice services.
This information will help the State better understand how voice communications solutions are commonly structured in the marketplace.
