About this opportunity
The Michigan Department of Technology, Management and Budget is issuing a Request for Information (RFI No. 260000000015) on statewide telecommunication products and services, with responses due September 9, 2026 at 12:00 p.m. Eastern; vendor questions are due August 12, 2026 at 12:00 p.m. Eastern, with State answers posted by August 19.
The RFI seeks information across three primary telecom domains: Internet Service Provider and Broadband Services; Enterprise Data Communications Services; and Enterprise Voice Communication Services. Within ISP services, the State is gathering information on business television, customer premise equipment, enterprise WiFi, dedicated fiber-optic internet, DDoS protection, cloud connectivity, wireless 4G/5G services, software-defined interconnection, DSL, satellite internet, and field service repair technician rates. Enterprise data communications spans network infrastructure, security and access solutions, wireless networking products, management tools, and unified communications platforms. Enterprise voice covers dial plans, IP toll-free services, SIP trunking, and POTS replacement solutions.
The RFI targets support for state agencies, departments, institutions, local government entities, and authorized users, with emphasis on secure, reliable, scalable, and resilient solutions supporting mission-critical government operations, public-facing services, public safety functions, remote workforce initiatives, cloud adoption, and digital transformation.
Responses must be submitted electronically through the michigan.gov/SIGMAVSS portal in modifiable native formats (Microsoft Word, Excel) with individual file sizes not exceeding 6 megabytes. All responses become public record immediately upon receipt under Michigan's Freedom of Information Act, though vendors may request confidential treatment of trade secrets and proprietary financial information. Vendors must complete a comprehensive Vendor Questions Worksheet addressing company background, qualifications, Michigan economic impact, labor and environmental law compliance, and certifications including disabled veteran status and clean corporate citizen status. The State reserves the right to invite selected vendors for oral presentations. This RFI does not establish pricing, contract awards, or binding procurement obligations; responses will inform the State's evaluation of market capabilities and development of future procurement strategies.
