About this opportunity
The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB) for the procurement of Carlson CP-85 by Astec Self-Propelled Asphalt Pavers or equivalent equipment for statewide use. The solicitation seeks qualified organizations to provide self-propelled asphalt pavers for use across multiple MoDOT facilities, including locations in St. Joseph, Macon, Hannibal, Lee's Summit, Jefferson City, Chesterfield, Joplin, Springfield, Willow Springs, and Sikeston. The bid period runs from February 18, 2022, to March 18, 2022, at 2:00 PM CDT, with bids accepted electronically through MissouriBUYS or by mail through USPS, UPS, or FedEx. The contract period will run from the award date until April 30, 2025, with up to two one-year renewal options. Evaluation criteria include the lowest, responsive, responsible, and reliable bid meeting the specified requirements, with pricing to be submitted on a firm, fixed unit price basis. Delivery terms are FOB Destination, with all transportation charges included in the unit price, and payment terms are Net 45 days.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) and Service-Disabled Veteran Business (SDVE) participation is also encouraged. The bid includes provisions for cooperative purchasing, allowing Missouri counties, cities, and other political entities to potentially utilize the contract. While no specific incumbent vendors are mentioned, the solicitation includes requirements for vendors to submit a completed Buy America Form and Anti-Discrimination Against Israel Act Certification for contracts over $100,000. Vendors must provide training upon request after delivery, covering safe operation and routine maintenance. Liquidated damages of $100 per day per item may be assessed for late deliveries. The contract allows for potential price increases after the first three months, subject to MoDOT approval, and includes a Buy American preference with a 10% price advantage for American-made products.
