About this opportunity
The Judiciary, State of Hawaii, is soliciting bids under IFB J28030 for statewide sample collection, initial drug screening, and confirmation testing, with questions due November 6, 2026 at 10:00 a.m. HST and bids due November 23, 2026 at 12:00 p.m. HST through HIePRO. Bidders claiming Hawaii preference must certify on Form JUD-081 that they maintain a valid Hawaii commercial place of business continuously staffed for at least two consecutive years before bid opening, submit under their authorized business name, and commit to performing not less than 51 percent of total direct labor hours within Hawaii. Failure to maintain those qualifications during performance results in a price adjustment equal to the preference value and may constitute cause for debarment under HRS Section 103D-702.
Work covers urine specimen collection at the contractor's or an approved sub-contractor's facility in the First Circuit (Oahu), Second Circuit (Maui, Molokai, and Lanai), Third Circuit (Hawaii), and Fifth Circuit (Kauai). Initial screening uses EMIT or similar systems approved by the Officer-in-Charge. Positive results require gas chromatography/mass spectrometry confirmation by a laboratory licensed and accredited by the State of Hawaii Department of Health for toxicology. The Judiciary selects either Panel I (five substances) or Panel II (ten substances). The contractor must maintain at least 18 testing locations across the islands, including one after-hours facility on Oahu, and submit results within 72 hours of sample submission, with liquidated damages of $50 per calendar day for late submission. Other requirements include written chain-of-custody procedures, six-month retention of positive samples, commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million per category, workers' compensation with employer's liability of $100,000 each accident, and three professional references. Expert witness testimony must be priced separately.
Compensation is a unit cost per test billed on actual monthly collections, and the Judiciary may increase or decrease collection volumes without changing the unit cost. The initial term runs 24 months, from July 1, 2027 through June 30, 2029, with two optional 12-month renewals by mutual agreement, each capped at a 5 percent annual compensation increase. The awarded contractor pays a 0.75 percent HIePRO transaction fee, not to exceed $5,000 for the total contract term. Award is anticipated for December 2026 or January 2027.
