About this opportunity
The Florida Department of Law Enforcement is pursuing single-source procurement for annual maintenance and support of its statewide Records Management System from SmartCop, with a response deadline of October 27, 2026. This is a sole-source acquisition justified by SmartCop's proprietary software, copyright restrictions preventing source-code access by alternative vendors, and exclusive supplier status for maintenance, support, training, and customization services.
The scope covers annual maintenance and system support for a 200 base user license system that enables local law enforcement agencies — sheriff's offices and police departments statewide — to collect and report crime data in National Incident-Based Reporting System (NIBRS) format to the FBI. The system is currently operational and used daily across the law enforcement community in Florida.
The estimated total contract value is $1,417,260 over a five-year term from January 1, 2027, through December 31, 2031. SmartCop is located at 9165 Roe Street in Pensacola, Florida. The requestor is the Information Technology Services division; contact is Savanna Redding, Senior Contract Manager Specialist, FDLE Tallahassee office. The procurement has been approved by Julia Lycett, Chief of General Services, and Joey Hornsby, Director of Information Technology Services.
