About this opportunity
The Commonwealth of Massachusetts Department of Public Utilities (DPU) within the Executive Office of Energy and Environmental Affairs (EEA) is seeking a third-party evaluator to conduct an independent statewide examination of the safety and integrity of the Commonwealth's gas distribution system. The examination will assess gas pipeline safety throughout Massachusetts to evaluate the physical integrity and operational practices of the state's seven investor-owned gas distribution companies and four municipal gas companies. The selected Evaluator will issue a report that includes opportunities for improvement in these areas. This procurement is being conducted on an expedited basis with the expectation of completing an initial report within 90 to 120 days of contract execution. The required qualifications for the Evaluator include experience and expertise in gas utility matters, gas pipeline infrastructure, state and federal gas regulations and statutes, and the operation, maintenance and repair of gas pipeline infrastructure. The evaluation criteria include the thoroughness and completeness of the response, demonstrated experience, quality of the proposal, past performance, and proposed rates.
The RFR requires bidders to make a significant financial commitment to partner with certified Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Veteran Business Enterprises (VBEs), and other diverse businesses as part of the Supplier Diversity Program. Bidders must also offer prompt payment discounts and participate in the state's Electronic Funds Transfer program. No information is provided about incumbents or funding sources, but the compensation structure allows for all-inclusive hourly rates for each staff member as well as a proposed blended hourly rate, with reimbursements to be negotiated as part of the final Scope of Work.
