About this opportunity

The Florida Department of Transportation (FDOT) is issuing a Request for Proposal (RFP) for Statewide Continuous Count Station (CCS) Installation and Maintenance Services. The procurement seeks qualified vendors to provide installation, repair, upgrade, and maintenance services for FDOT's 340 active CCS locations, including 45 Weigh-In-Motion (WIM) stations, throughout the state of Florida. The selected vendor will be required to provide all necessary materials, equipment, and labor, except for the traffic counters which FDOT will supply. The vendor must have technical expertise in CCS and WIM installation and maintenance, provide warranties on installed equipment, and maintain an inventory of FDOT-owned equipment. The RFP outlines a multi-year contract term and requires the vendor to comply with work zone safety protocols. FDOT will evaluate and score the proposals based on criteria such as the vendor's stability, experience, qualifications, and suitability for the project. The contract will be awarded to the responsive and responsible vendor with the highest cumulative score.

FDOT encourages Disadvantaged Business Enterprise (DBE) firms to compete for this opportunity, and also encourages non-DBE and other minority contractors to use DBE firms as subcontractors. The procurement does not allow for the use of subcontractors. FDOT is considering an "Innovative Product List" for the anemometer device required under this contract, so vendors should bid the best price for furnishing and installing this device without triggering major power consumption issues at the traffic monitoring stations. The bid opening date is April 3, 2023, and the contract value is not specified, but FDOT reserves the right to modify contract provisions and includes terms related to liquidated damages, equitable adjustments, and prohibited practices such as the use of unauthorized aliens and scrutinized companies.
