About this opportunity
The Missouri Division of Purchasing, Office of Administration, is soliciting competitive sealed proposals on behalf of statewide agencies to add vendors to a Qualified Vendor List for boats and boat trailers under RFP STATE 0000000619SL, with proposals due November 18, 2026 at 2:00 p.m. Central Time. The state applies a ten percent preference for American-made products under the Domestic Products Procurement Act, and vendors must hold "Approved" registration and "Spend Authorized" status in MissouriBUYS to be eligible for award.
Vendors supply boat and boat trailer models that state agencies specify on an as-needed basis, identifying proposed line items on Exhibit C, Listing of Boats and Boat Trailers. Proposals are submitted electronically through MissouriBUYS, powered by MOVERS. Pricing is not submitted at the proposal stage, which the state expressly advises against. Agencies will set prices through Price Quote Request Forms (PQFs) as firm, fixed per-order prices that include all shipping, freight, and delivery costs, FOB Destination, Freight Prepaid and Allowed.
Historical expenditures under five existing contracts (FY 2024–2026) ranged from $0 to $562,084 annually, and the state makes no guarantee regarding purchase volumes. The contract runs from award through March 31, 2027, with two additional one-year renewals at the sole discretion of the Division of Purchasing.
Vendors with Service-Disabled Veteran Enterprise or Organization for the Blind/Sheltered Workshop designations earned during the initial contract award receive cost evaluation points. Awarded contractors must pay a non-negotiable one percent administrative fee quarterly on all payments received and submit quarterly usage reports to the Division of Purchasing. The state may terminate for convenience on thirty days' notice or for breach with ten business days to cure.
The solicitation package includes PQF templates, a Domestic Products Procurement Act (Buy American) preference attachment, and the administrative fee and usage report forms.
