About this opportunity

The State of Missouri, Office of Administration, Division of Purchasing, is soliciting proposals for a Qualified Vendor List (QVL) to provide statewide biohazardous waste pick-up, transport, and disposal services, with proposals due August 20, 2026 at 2:00 p.m. Central Time via MissouriBUYS. This is a preferred-use contract; the state reserves the right to issue subsequent solicitations to supplement the vendor list.

Vendors must register in MissouriBUYS in "Prospective" or "Spend Authorized" status to submit proposals and achieve "Approved" and "Spend Authorized" status for award consideration. Services cover medical, dental, and pharmaceutical biohazardous waste across five geographic regions (Greater St. Louis, Greater Central, Southeast, Southwest, and Northwest). Vendors propose for specific categories and regions on Exhibit C; pricing is firm and fixed in response to individual Price Quote Forms issued by requesting agencies. Contractors must provide containers at no charge, including five-gallon reusable plastic containers, two to five cubic foot cardboard boxes, and twenty-eight gallon reusable plastic containers with sealing lids, plus plastic liners and training upon request.

The contract period runs October 11, 2026 through October 10, 2027, with two optional one-year renewal periods. Historical expenditures under the incumbent contract CS232403002 totaled $55,815 (FY2024), $38,012.77 (FY2025), and $64,782.98 (FY2026). All costs, including taxes, shipping, insurance, and fees, must be included in quoted prices. Contractors must pay a non-negotiable one percent administrative fee quarterly to the Missouri Revolving Information Technology Trust Fund (due March 31, June 30, September 30, and December 31) and submit quarterly usage reports to ereports@oa.mo.gov. Evaluation is based on price and applicable preferences, including bonus points for Missouri Service-Disabled Veteran Business Enterprise participation and Organizations for the Blind/Sheltered Workshop participation. Federal funds may apply; contractors must comply with OMB 2 CFR Part 200, debarment and suspension regulations, nondiscrimination requirements, and other federal compliance obligations. Contractors must maintain appropriate federal, state, and local permits and licenses and adequate liability insurance naming the state as additional insured.
