The City of South Lake Tahoe Public Works Department is requesting proposals for planning and design feasibility services on the Stateline Complete Streets Project, with proposals due August 28, 2026 at 12:00 PM Pacific Standard Time through PlanetBids. A 5% local-business preference applies to this procurement, which exceeds $50,000 in value.

The scope spans project management and coordination, public outreach and stakeholder engagement, existing conditions review, multimodal transportation analysis, circulation and parking analysis, development and evaluation of design alternatives, preparation of project recommendations, identification of potential implementation funding sources, support for a temporary built environment demonstration, development of 30% design plans for the final alternative, and preparation of draft and final study documents. The project area is Stateline Avenue from U.S. Highway 50 to Lakeshore Boulevard, with a broader circulation study zone encompassing Pine Boulevard and Park Avenue.

The work is funded through Caltrans Agreement No. 74A1730 under the Sustainable Transportation Planning Grant Program. The selected consultant must comply with all applicable federal and state requirements, grant terms, Caltrans local assistance requirements, documentation, invoicing, record retention, and nondiscrimination provisions. The professional services agreement will commence within 30 days of contract award, with final deliverables due April 3, 2028.

Evaluation is weighted as follows: cover letter (10 points), executive summary (15 points), company history, background and experience (25 points), scope of work and implementation (40 points), and description of recent projects and references (10 points), totaling 100 points. The cost proposal will remain sealed and unopened until after the highest-ranked proposer is identified based on qualifications, approach, and experience, after which fee negotiation may occur.

Questions are due August 14, 2026. Selection committee review and interviews are anticipated for September 11, 2026, with an anticipated award date of November 3, 2026. Proposers must register in the City's Vendor Database through PlanetBids and maintain current vendor information.
