The project scope encompasses the complete replacement of existing timber float systems, fixed pier, and gangway infrastructure with new steel, aluminum, and concrete components, including removal of timber floats, gangway, timber pier, and timber piles; fabrication and installation of steel float systems, steel pipe piles, aluminum gangway and walkways, and concrete abutment; salvaging existing island floats; and relocation of the existing pumpout float with replacement of timber support dolphins using steel pipe piles. Deliverables include 10 mooring floats, 4 island floats, dinghy floats, 20 steel pipe piles, a cast-in-place concrete abutment, and associated structural components designed to a 30-year lifespan with 100 PSF live loads and 110 MPH wind resistance. The bid is due electronically by 1:00 p.m. on Tuesday, April 21, 2026, with a mandatory pre-bid meeting scheduled virtually via Microsoft Teams on Tuesday, March 31, 2026 at 11:00 AM. The procurement includes voluntary diversity goals establishing 10 percent for Minority Business Enterprises (MBE), 6 percent for Women's Business Enterprises (WBE), 5 percent for Washington Small Businesses, and 5 percent for Veteran-owned businesses, with bidders required to demonstrate good faith efforts toward these targets. For projects with base bids and alternates totaling one million dollars or more, bidders must submit subcontractor names and proof of licensure for HVAC, plumbing, electrical work, structural steel, and rebar installation at or within 48 hours of bid submission. A 5 percent bid bond is required for all bids exceeding $35,000, with bonds retained for 30 days or until contract execution for the three lowest bidders and released within 15 days for all others. The estimated bid range is $2,462,796.00 to $3,010,084.00, with contract award anticipated within three business days of bid opening and a 60-day acceptance period from the bid deadline. The project is funded through the State Building Construction Account and is subject to multiple environmental permits and restrictions, including an in-water work window limited to September 1, 2026 through February 5, 2027, with mandatory marine mammal and marbled murrelet monitoring requirements throughout construction.
