About this opportunity

The Georgia Technology Authority is releasing a Request for Qualified Contractors to identify multiple service providers for User Experience Testing and Research services supporting the state's web content management platform initiative, with statements of qualifications due October 5, 2018. GTA intends to award up to five contracts and establish a qualified provider list for future task orders across the platform and subordinate state agency projects.

The scope centers on user experience testing and research for a scalable web content management system currently hosting over 80 state websites. The platform is expected to launch in 2019 with a lifespan of 6 to 8 years. Successful contractors will validate that the updated platform addresses key audience concerns during development and early deployment, balancing future-proofing and scalability against the flexibility and ease of use required by current site maintainers, content editors, and end users.

This RFQC establishes a standing qualified-provider list; awarded contractors will be eligible to participate in future task orders and engagements with GTA and partnering state agencies. No specific contract value, contract term, or evaluation criteria are stated in the solicitation description.

Opportunity text

Georgia Technology Authority (hereinafter, "GTA") is releasing this Request for Qualified Contractors (RFQC) solicitation from those interested in providing solutions for the GTA's Office of Digital Services Georgia (DSGa) and partnering state agencies and elected officials. The initial and flagship project, led by DSGa, will be a scalable web content management platform, currently hosting over 80 websites. This RFQC is also intended to approve contractors who will also be qualified to sign a participation agreement to provide approved digital services which may be obtained by and for additional state agency projects meant to act as supplements to the main platform. This RFQC is intended to identify multiple responsible service providers who meet or exceed the identified requirements contained herein. It is GTA's intent to award multiple (up to five) contract awards for the service category below, and establish a list of one or more qualified service providers who will be eligible to participate in future engagements/task orders with GTA. GTA is soliciting statements of qualifications from providers who are interested in providing User Experience Testing and Research services. With the new platform expected to launch in 2019 and have a similar lifespan of about 6 to 8 years, it is critical to the project's success to strike a balance between future-proofing the platform to allow for growth and scalability, while still affording current site maintainers and content editors flexibility and ease of use to manage the system. Further, the platform must meet the needs of our end users, who require consistency and ease of use. We will look for our User Experience partners to help us validate that our updated platform addresses key audience concerns, and identify any new concerns throughout the course of development and early deployment.
