About this opportunity

Santa Rosa County Board of County Commissioners is seeking professional State Lobbyist Services through a competitive Request for Proposals (RFP) process. The primary objective is to secure a lobbyist who will represent the county's interests before the Governor, Cabinet/Constitutional Officers, Florida State Legislature, state agencies, and other regional governmental entities. Key deliverables include monitoring legislation, forwarding pertinent information, exploring funding opportunities, and advocating for county priorities across policy areas such as infrastructure, environmental issues, criminal justice, transportation funding, and economic development. The evaluation criteria will comprehensively assess proposals, with 42 points allocated to qualifications (41.2%), 30 points to experience (29.4%), and 30 points to technical approach (29.4%). Proposals must be submitted through the procurement portal at https://procurement.opengov.com/portal/santarosafl by 10:00 am on Friday, November 8, 2024, with a deadline for questions set at 12:00 pm on Monday, October 21, 2024. The procurement will be publicly opened via Teams, and the county reserves the right to waive irregularities or reject any bids.

The county explicitly encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises, with a clear commitment to non-discrimination in the contract administration process. While no specific budget range is provided in the available documentation, the contract aims to secure state funding and support for priority projects identified by the Board of County Commissioners. The procurement process is open and inclusive, with no apparent restrictions that would prevent qualified lobbying firms from submitting proposals. The county's approach demonstrates a commitment to diverse vendor participation and transparent procurement practices. The selected lobbyist will play a critical role in preventing unfunded mandates and advancing Santa Rosa County's legislative and funding objectives at the state level.
