About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids on a master agreement for equipment rental services including offset drill operations with operators on behalf of District 12, with bids due July 28, 2026 at 1:30 p.m. Eastern Time.
Kentucky resident bidders receive reciprocal preference against nonresident bidders from states providing similar preferences. Kentucky Correctional Industries receives 20% preference and other qualified nonprofits receive 15% preference in evaluation.
The scope encompasses two modified rotary drills (truck or track mounted) with operators capable of drilling 7 to 10 inch diameter holes in soil and rock for railroad rail installation, plus cribbing installation, excavation and backfill, geotextile fabric installation, cyclopean riprap placement, guardrail removal, bucket truck services with operators, and traffic control. Thirteen line items specify estimated quantities: 16,000 linear feet of offset drill work with vendor-furnished railroad steel, 1,000 linear feet with department-furnished steel, 15,000 square feet of cribbing, 3,000 cubic yards of excavation and backfill, 4,000 square feet of geotextile fabric, 500 tons and 300 tons of riprap for different embankment depths, 1,500 linear feet of guardrail removal, 20 hours of bucket truck service, and 500 hours of traffic control. All work must comply with Kentucky Standard Specifications for Road and Bridge Construction and applicable special provisions.
The initial contract period runs from award through August 31, 2027, with four optional one-year renewal periods available with written approval of both the vendor and the Division of Purchases. Vendors must provide certificates of insurance with minimum $1,000,000 per occurrence and $2,000,000 aggregate commercial general liability coverage. Lowest bid receives 95 of 100 evaluation points; response time (measured in calendar days to begin work following receipt of a delivery order) receives 5 points. Vendors must guarantee a specific response time and accept 1% daily invoice deduction for each day work exceeds the contracted completion date, except for delays caused by factors outside vendor control. Written questions are due July 15, 2026, with responses posted by July 21. Tentative award date is August 15, 2026.
