About this opportunity
The Orlando Utilities Commission (OUC) has issued a Request for Quote (RFQ) for the Stanton B Sulfuric Acid Tank Replacement project located at 5100 S Alafaya Trail in Orlando, Florida. The procurement seeks a supplier to provide one (1) 5,750 gallon horizontal sulfuric acid storage tank with comprehensive specifications and requirements. The tank must be fabricated to API 650 and NACE standards, with a carbon steel interior blasted and lined with Plasite 9085 epoxy, and an exterior blasted and coated with specified Carboline products. The supplier is responsible for providing all miscellaneous parts, lifting lugs, and special tools for offloading, though installation is not included in the scope. A mandatory pre-response conference is scheduled for September 18, 2025, with quotes due by October 3, 2025, at 2:00 pm local time. Bidders must submit detailed documentation including written responses to the scope of work, acknowledgement forms, sworn statements, and comprehensive quality control documentation.
The RFQ includes specific restrictions, notably prohibiting Chinese-sourced parts and requiring strict compliance with engineering, material supply, and delivery standards. No specific set-aside designations for disadvantaged enterprises were mentioned in the documentation. The supplier must provide a 30-year leak-free design and include bottom support saddles, flanges, and manways as part of the tank specification. While a precise pricing structure was not specified, bidders are expected to complete the pricing section of the proposal. The project requires comprehensive documentation including as-built drawings, quality assurance manuals, and test reports. Potential suppliers must demonstrate technical expertise in tank fabrication, quality control, and compliance with industry standards. Although no specific budget range was explicitly stated, the technical complexity and specialized nature of the sulfuric acid tank suggest a significant procurement value for this critical infrastructure replacement project.
