About this opportunity
The Ypsilanti District Library is seeking sealed bids for a comprehensive standby generator system installation at its Whittaker Road branch, funded primarily through an American Rescue Plan Act (ARPA) grant from Washtenaw County. The project requires the procurement, design, and installation of a natural gas-powered generator capable of providing backup power to critical building systems including heating, emergency lighting, elevator, computer server room, security systems, and computer area air conditioning. Bidders must possess valid electrical and mechanical contractor licenses with a minimum of five years of commercial/industrial experience and provide three references from similar projects completed within the past five years. A mandatory pre-bid meeting is scheduled for October 27, 2025, at 8:00 a.m., with a bid submission deadline of November 12, 2025, at 12:00 noon. Bidders must submit two hard copies of proposals in sealed envelopes, including detailed cost breakdowns for concrete pad installation, generator, transfer switch, installation, wiring, warranty, service agreement, and training. The contract will utilize a modified AIA A104-2017 design-build form, with bids remaining effective for 60 days from opening and contract award expected by December 19, 2025.
The project is subject to several federal requirements, including Davis-Bacon Act prevailing wage standards, civil rights nondiscrimination provisions, and debarment certification. Contractors must provide performance and payment bonds at 100 percent of the contract price and procure comprehensive insurance coverage, including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability ($1,000,000 per claim), workers' compensation, and excess/umbrella liability ($1,000,000 per occurrence/$2,000,000 aggregate). An alternate bid option is available for providing power to parking lot lighting during emergencies. The library is tax-exempt and requires that state sales tax not be included in bids. While no specific set-aside designations are mentioned, the detailed licensing and experience requirements suggest a focus on experienced, qualified commercial contractors. The library reserves the right to reject any or all bids and waive irregularities in the bidding process. The generator system must be fully operational by November 30, 2026, with a comprehensive five-year warranty and service/maintenance agreement required.
