About this opportunity
The City of South Fulton, Georgia is soliciting proposals for a Standby Contract for Civil Engineering Services through Request for Proposal No. 25-11. This on-call, task order-based contract seeks qualified civil engineering consultants to provide a comprehensive range of services including concept report preparation, site feasibility studies, utility and grading design, drainage design, surveying, structural design, erosion control plans, permit assistance, and final construction plans for various projects throughout the city. Proposers must demonstrate a minimum of five years of verifiable experience in similar civil engineering work and hold a valid Georgia business license as well as a City of South Fulton business license. The initial contract term is one year with four optional successive one-year renewals. The evaluation criteria consist of firm qualifications (40 points), technical approach and project understanding (25 points), references and past performance (10 points), cost proposal using a proportional scoring formula (20 points), and optional local vendor preference for firms with a physical office in South Fulton (5 points). Key deadlines include a non-mandatory pre-proposal conference on July 31, 2025 at 10:00 AM ET via Microsoft Teams, a written questions deadline of August 7, 2025 at 3:00 PM ET, and proposal submission through the BidnetDirect portal by September 18, 2025 at 2:00 PM ET (extended from the original September 11 deadline per Addendum No. 1).
Proposers must be licensed to do business in Georgia and maintain comprehensive insurance coverage including statutory workers' compensation, commercial general liability of $1,000,000, auto liability of $2,000,000, and professional liability of $2,000,000; no performance bond is required. All proposers must comply with the Illegal Immigration Reform and Enforcement Act and provide E-Verify participation affidavits, with subcontractors required to complete only the Subcontractor Affidavit form while prime firms submit all required documentation. The City reserves the right to make multiple awards and will negotiate terms with the highest-ranked proposer, proceeding to the next-ranked proposer if negotiations fail. Prospective bidders with existing Architectural Engineering on-call contracts remain eligible to bid. The specific contract amount or not-to-exceed budget is not disclosed in the RFP, with the City determining this amount during negotiations with selected proposers. The City of South Fulton is exempt from state and local sales taxes and will provide exemption certificates upon request.
