About this file
This is Addendum No. 1 to Request for Proposal No. 25-11 issued by the City of South Fulton, Georgia's Purchasing Department for a Standby Contract for Civil Engineering Services. The addendum modifies the original bidding documents and must be returned with the bid submittal; failure to do so may result in bidder disqualification. The bid closing date has been extended from September 11, 2025 at 3:00 PM to September 18, 2025 at 2:00 PM. The solicitation seeks civil engineering services on an on-call standby basis. A pre-proposal conference was conducted prior to this addendum's issuance to address bidder questions and clarifications regarding the RFP requirements.
Key clarifications provided address minimum qualifications, licensing requirements, cost proposal forms, and submission documentation. Regarding business licensing, firms with valid occupation tax certificates from any Georgia jurisdiction are not required to obtain a separate South Fulton license unless they establish a physical office in the city. The correct Cost Proposal Form is located in Tab 13, page 23 of the RFP and must reflect hourly rates rather than lump sum pricing. Firms with existing Architectural Engineering on-call contracts are eligible to bid. Proposers must submit five references and workload information for the past five years; subcontractors need only complete the Illegal Immigration and Enforcement Act Subcontractor Affidavit form, while all other required forms must be submitted by the prime firm. All solicitation addenda and contract award results are posted on the City of South Fulton website and Georgia Procurement Registry website, which prospective providers must monitor regularly.

CLARIFICATIONS / MODIFICATIONS / QUESTIONS AND ANSWERS
Question 1 Item a. under Minimum Qualifications requires a proposer to possess or be able to possess a business license from the "City" prior to execution of the License, and be licensed in the State of Georgia. The Business License paragraph under b. states that a Georgia corporation is required to submit a copy of a valid "City" or city business License. Do you mean that "City" means the City of South Fulton in both sentences, and that a City of South Fulton business license will be required if selected for this project?
And, if professional licenses are provided, is a current business license required?

Answer 1 No. If your firm already has a valid business license (occupation tax certificate) in any Georgia jurisdiction, you do not need a separate South Fulton license to perform work here.
If you open a physical office in South Fulton, then you must also obtain a South Fulton license.
Individual professionals (engineers, etc.) do not need a separate license if their firm has one;
however, if they operate independently, a business license may be required for tax purposes.
Question 2 Appendix B is a Coast Proposal Form for RFP #25-11, it is for Stand-by-Civil Engineering Services.
Can you please provide an updated Cost Proposal Form?
Answer 2 Use the Cost Proposal Form in Tab 13, page 23 of the RFP (Section 13). This is the correct form.
Question 3 Will a firm with an existing Architectural Engineering On Call contract be eligible for the Civil Engineering On Call contract?
Answer 3 Yes
Question 4 Please confirm subcontractors only need to complete form F6.7 Illegal Immigration and Enforcement Act Subcontractor Affidavit (page 43 of RFP), and that all other forms only need to be filled out by the Prime firm.
Answer 4 Yes
Question 5 Page 22 of the RFP, Section 6, requests project workload information from the past 5 years. Is it acceptable for firms to submit only their current and anticipated workloads, seeing as past workloads will not impact performing tasks for the City?
Answer 5 You must submit workload information for the past 5 years. Current/anticipated workloads alone are not acceptable.
Question 6 Page 22 of the RFP, Section 3 - Past Performance, asks for three references, but page 24, Section 10 - References, asks for five. Please confirm if firms are to show three or five references in their response.
Answer 6 You must submit five (5) references.
Question 7 On the Cost Proposal Form, page 54 of the RFP, there is only a space for a lump sum. During the pre-proposal conference, the City confirmed it would be editing this form to reflect hourly rates, not a lump sum. Please confirm that the rates will be adjusted from lump sum to hourly.
Answer 7 Please see Tab 13 on page 23 of 69. The cost proposal form must match or include the language required for Section 13 of the proposal.
