About this opportunity
The Connecticut Department of Transportation (CTDOT) is issuing a Request for Proposal (RFP) to procure design-build-finance-operate-maintain (DBFOM) services for the Stamford Transit Oriented Development (TOD)/Joint Development Project at the Stamford Transportation Center in Fairfield County. CTDOT seeks highly skilled private developers to deliver a comprehensive multimodal transit facility integrated with Transit Oriented Development using a Progressive Design Build (PDB) approach. The procurement encompasses multiple phases beginning with Conceptual Design, Schematic Design, and Design Development, followed by final design, construction, operation, and maintenance of the project. Key deliverables include facility design plans, financial structuring proposals, and operational frameworks for a complex mixed-use transportation hub. Proposers must demonstrate relevant qualifications, experience with similar projects, key personnel credentials, financial capacity, and predevelopment service pricing through specified submission forms. The RFP opened on August 14, 2025, at 12:00 PM EDT with a deadline of December 5, 2025, at 4:00 PM EST; bidder interviews are scheduled for October 27, 2025, and multiple addenda with questions and answers were issued on September 10, September 23, October 6, October 20, November 5, and November 20, 2025. Evaluation criteria focus on the proposer's specific approach to design phases, qualifications, financial information, and overall project delivery capability.
The RFP is open to all vendors without specified set-aside restrictions for disadvantaged enterprises as noted in the available documentation. The project site includes existing infrastructure and tenants that proposers must integrate with their development plans, including Metro-North Railroad, Amtrak, Greyhound, and various retail tenants with existing lease agreements. Supporting materials provided to proposers include title reports, programming requirements, existing garage counts, facility as-built drawings, surveys, tenant lists, lease agreements, and a predevelopment agreement template to guide the development process. The solicitation specifies that payment terms are vendor-specified with Free On Board Destination delivery terms. No specific award value, budget range, or contract term length is stated in the available documentation. Prospective respondents should contact Juliet Burdelski, Transit Oriented Development Officer at CTDOT, at 860-594-2262 or juliet.burdelski@ct.gov for additional information and clarification regarding this significant infrastructure development opportunity.
