About this opportunity
The State of Maine Division of Purchases issued a Master Agreement solicitation for survey stakes, construction stakes, and grade stakes on August 23, 2007, with a due date of August 22, 2007 — meaning this opportunity has closed and is provided as historical context only.
The contract covers a one-year period from August 1, 2007 through July 31, 2008, and supplies all state using agencies. Estimated quantities are 10,000 survey stakes (strapped 100 per bundle, minimum 2,000 per shipment), 2,000 construction stakes (strapped 50 per bundle, minimum 1,000 per shipment), and 12,000 grade stakes (strapped 25 per bundle). Survey and construction stakes must be spruce or pine dried to 12–18% moisture content with specified dimensional tolerances; grade stakes must be 1" × 1" × 4' hardwood (oak, maple, beech, ash, or birch) with one pointed end and free from knots. Stakes destined for the Maine Department of Transportation must be protected from moisture weathering from manufacture through delivery.
All contract prices remain firm for the duration of the agreement with full transportation charges prepaid, F.O.B. to various destinations. Awards are made to the lowest responsible bidder offering best value, with consideration given to quality, specification conformance, delivery date, and cost. In the event of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Preference may also be given to bidders qualifying as Work Centers, defined as rehabilitation facilities engaged in production or service operations providing gainful employment.
Delivery orders are available within six weeks of order issuance. The State accepts the Maine Procurement Card as payment with no surcharges permitted. The Division of Purchases reserves the right to cancel the contract with thirty days' written notice or immediately for non-conformance. Contact: Phillip Bort, Buyer II, Division of Purchases, 207-624-7337 or Phillip.J.Bort@maine.gov.
