About this file
This is a Scope of Work and specifications document for a Master Agreement contract issued by the State of Maine Division of Purchases to supply survey stakes, construction stakes, and grade stakes to all using State Agencies. The contract covers a one-year period from August 1, 2007 through July 31, 2008. The estimated quantities include 10,000 survey stakes (strapped 100 per bundle with minimum order of 2,000 per shipment), 2,000 construction stakes (strapped 50 per bundle with minimum order of 1,000 per shipment), and 12,000 grade stakes (strapped 25 per bundle). Survey stakes must be manufactured from spruce or pine dried to 12-18% moisture content with specific dimensional tolerances (11/16" to 13/16" thickness, 3-1/8" to 3-5/16" top width, 3/16" to 5/16" bottom width, and 23-7/8" to 24-1/8" length). Construction stakes require similar material specifications with thicker dimensions (1-9/16" to 1-3/4" thickness). Grade stakes must be 1" x 1" x 4' hardwood (oak, maple, beech, ash, or birch) with one pointed end and free from knots. Stakes ordered by State Agencies will be available within six weeks of order issuance, with the contractor required to notify the requesting agency five days prior to delivery.
All contract prices must remain firm for the duration of the agreement and include full transportation charges prepaid, delivered F.O.B. to various destinations. The State of Maine reserves the right to reject partial shipments or individual bundles where 10% or more of items fail to meet specifications. Stakes destined for the Maine Department of Transportation must be protected from moisture weathering from manufacture through delivery and appropriately marked on bundle ends. The State requires vendors to accept the Maine Procurement Card as payment with no surcharges permitted regardless of payment method. Delivery Orders of $2,500 or less will be emailed directly to the vendor, while larger orders require Division of Purchases approval and encumbrance. The Division of Purchases reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms. Preference may be given to bidders qualifying as Work Centers, defined as rehabilitation facilities engaged in production or service operations providing gainful employment. Contract inquiries should be directed to Phillip Bort, Buyer II, Division of Purchases, at 207-624-7337 or Phillip.J.Bort@maine.gov.
