About this opportunity

Hillsborough County Public Schools (HCPS) has issued a Notice of Intent to Purchase Single/Sole Source for staffing services through AB Staffing Solutions to provide supplemental nursing services for medically fragile students. The procurement is specifically for comprehensive 1:1 nursing staffing across HCPS locations, requiring Florida-licensed Advanced Practice Registered Nurses (APRNs), Registered Nurses (RNs), or Licensed Practical Nurses (LPNs) to support students with complex health needs. Required nursing services include ventilator management, tracheostomy care, medication administration, diabetes management, seizure management, catheterization, gastric tube feeding, suctioning, nebulizer treatments, and oxygen administration. Nurse qualifications include pediatric experience, English fluency, active Florida licensure, successful Level 2 FDLE background checks, and FBI screening. The Notice of Intent was posted from November 13, 2025, through November 24, 2025, with a subsequent three-day protest period ending November 27, 2025. Services are limited to 40 hours per week per student, with monthly billing based on actual hours worked, and require compliance with School Health Services Act and Individuals with Disabilities Education Act (IDEA) regulations.

No specific set-aside designations or restrictions for disadvantaged enterprises were identified in the documentation. AB Staffing Solutions is positioned as the sole source vendor due to its specialized expertise in pediatric nursing for medically complex students and ability to provide immediate, qualified personnel across HCPS locations. The contract requires the contractor to maintain continuity of care by assigning the same nurse to each student for the entire school year and provide nursing supervisor oversight. While no specific contract value or budget range was detailed, the procurement indicates that approximately 40 percent of referred students are Medicaid-eligible, suggesting potential revenue recovery mechanisms. HCPS retains significant flexibility in the contract, including the right to adjust service levels with five days' notice, decline proposed nurses, and request nurse replacements. All student records must adhere to FERPA and HIPAA regulations, and the contract will be valid for one year after School Board approval, with potential for renewal subject to re-posting and validation.
