About this file

This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) Procurement Services Department for staffing services provided by AB Staffing Solutions. HCPS seeks Registered Nurses (RNs) to provide supplemental nursing services to medically fragile students, specifically those requiring ventilator and tracheostomy care, in compliance with the School Health Services Act (s. 381.0056, F.S.) and the Individuals with Disabilities Education Act (IDEA). The services must be available during all school hours, including transportation, field trips, extended school year programs, and after-school activities. The Notice of Intent was posted for seven business days from Thursday, November 13, 2025, through Monday, November 24, 2025, with a subsequent protest period of three business days from Monday, November 24, 2025, through Thursday, November 27, 2025. Interested vendors may submit responses via www.vendorlink.com using Exhibit B to demonstrate capability to meet or exceed requirements.

AB Staffing Solutions has been identified as the sole source capable of meeting HCPS's critical requirements, including specialized expertise in pediatric nursing for medically complex students, full regulatory compliance with Florida Board of Nursing standards and FERPA requirements, and immediate availability of qualified personnel across all HCPS locations. The determination to proceed with sole source procurement rather than competitive solicitation is based on AB Staffing Solutions' unique ability to provide backup nursing coverage ensuring students do not miss school. The recommendation for sole source award will be submitted to the School Board for approval, with multiple-year contracts valid for one year after School Board approval and requiring re-posting and validation before renewal periods. No specific pricing, contract term length, or funding amounts are detailed in this notice.
