About this opportunity
The Colorado Department of Public Health and Environment, Air Pollution Control Division (CDPHE/APCD) is seeking to procure SSP Legacy System Maintenance services from Mission Critical Software, LLC under a sole-source justification, with proposals due September 21, 2026. This is a sole-source procurement — a decision-flipping constraint that eliminates competitive pursuit for vendors other than the named incumbent.
The scope covers maintenance of a legacy data system and database supporting critical APCD operations including permit tracking, emissions inventory, billing and invoicing, and regulatory compliance functions. The system has been developed and maintained exclusively by Mission Critical Software, LLC (previously through TRC) over approximately 20 years and contains custom code and configurations not accessible to other vendors. Maintenance will continue during APCD's planned migration to a new platform utilizing Salesforce and AWS.
The estimated contract value is $240,000 over a two-year term from July 1, 2026 through June 30, 2028, with no renewal options. The vendor is located at 146 Shagbark Rd, Glastonbury, Connecticut. The justification for sole-source procurement rests on the proprietary nature of the platform and APCD's determination that Mission Critical Software, LLC is the only vendor capable of efficiently supporting and maintaining the system during transition, as alternative vendors would require significant redevelopment, training, and cost. The sole-source justification form indicates that pricing comparisons and cost/price analysis documentation were not provided and no conflict of interest was identified.
