About this opportunity

The Idaho Department of Health and Welfare is pursuing a sole source procurement for tobacco and vaping intervention programs to be delivered by the American Lung Association across 20 Idaho schools during the 2023-2024 school year. The procurement specifically targets middle and high schools and will implement two evidence-based intervention programs: INDEPTH and Not on Tobacco (N-O-T). These programs will provide comprehensive tobacco and vaping cessation services, including four 50-minute sessions focused on tobacco/vaping education and a 10-session series designed to help teens quit using nicotine products. The programs can be delivered both in-person and virtually, with support from local staff and an independent evaluation partner to measure program outcomes. The solicitation was posted on September 26, 2023, with a response deadline of September 29, 2023, allowing for a five-business-day period for potential vendors to challenge the sole source determination. The intervention programs will be implemented in partnership with Project Filter, local health departments, and schools, with a focus on including at least 10 rural schools in the implementation.

The procurement appears to be unrestricted in terms of set-aside designations, with the American Lung Association being the sole identified vendor for these specific intervention services. The total anticipated contract value is $124,085.77, which includes direct expenses of $77,225.40, overhead costs of $26,179.41, and $20,680.96 allocated for independent program evaluation. The contract is structured for an initial one-year term, with potential for renewals, and covers comprehensive program development, facilitator training, printed curriculum, student incentives, and technical support. No specific disadvantaged enterprise requirements were explicitly outlined in the procurement documents. The technology infrastructure will leverage existing school communication systems, with the ability to deliver programs through both in-person and virtual platforms. The procurement is specifically targeted to Idaho state agencies, with Ada County noted as the primary jurisdictional focus.
