About this opportunity
The Idaho Department of Administration, Division of Purchasing, is publishing notice of intent to approve a sole-source authorization for Idaho State Police to buy a software interface between Peak Performance and CPI's OpenFox Messenger from Peak Performance Solutions, with the notice closing November 3, 2026. The Administrator has determined that only one vendor is qualified to provide the item, so the procurement is closed to competition unless a challenge succeeds. Interested vendors may challenge within five business days after the closing date by notifying purchasing@adm.idaho.gov, per Idaho Code section 67-9232(4).
The interface connects the Bureau of Criminal Identification's (BCI) Peak Performance training and certification management system with OpenFox Messenger, automatically transferring and updating completed training certifications between the two systems. It is configured for Idaho's existing systems and supports BCI's statewide duties for maintaining training certifications and monitoring compliance with FBI CJIS Security Policy. A companion Idaho State Police letter identifies Peak Performance Solutions as the exclusive developer and vendor for support, enhancements, and bug fixes to the related CJIS Audit software, which tracks audit cycles, auditor-agency workflows, and out-of-compliance statements.
BCI evaluated Idemia and Diverse Computing and concluded that neither matches the combined CJIS Security Awareness Training, agency-specific training and testing, and audit management capabilities of Peak Performance. Replacement would require additional system development, process changes, record migration, and staff training. The desired term is five years, with anticipated total cost of $6,000. The request was submitted October 28, 2026, and Deputy Administrator Mike Gwinn intends to approve it, subject to posting before final approval.
