About this opportunity

The Idaho Department of Administration, Division of Purchasing, is approving sole source procurement for the Idaho State Police to purchase PinPoint ToxBox Plates from PinPoint Testing, with a challenge window closing August 31, 2026. This is a non-competitive acquisition under Idaho Code section 67-9221 based on single-source justification.

The scope is proprietary laboratory testing plates used in the Idaho State Police Forensic Services' validated toxicology testing methods. The ISP has relied on PinPoint ToxBox Plates for approximately ten years and determined that PinPoint is the sole manufacturer and distributor with no known equivalent alternatives that satisfy the laboratory's validated analytical processes. The ISP contacted two vendors available through statewide contracts; both confirmed they cannot provide PinPoint ToxBox Plates or an equivalent product. The Agency's justification emphasizes that replacing the plates with an alternative would require extensive evaluation and revalidation of analytical methods, consuming significant staff time and laboratory resources while potentially disrupting testing services.

The anticipated contract value is $500,000 over a five-year term. Any interested vendor may file a challenge to this sole source procurement within five business days after the August 31, 2026 closing date by providing timely written notice to purchasing@adm.idaho.gov in accordance with Idaho Code section 67-9232(4). The Division of Purchasing Deputy Administrator Mike Gwinn approved the sole source authorization on August 26, 2026.
