About this file
This is a Sole Source Authorization (SSA) request form submitted by the Idaho State Police (ISP) to the Idaho Department of Administration, Division of Purchasing, seeking approval to purchase PinPoint ToxBox Plates directly from PinPoint Testing without competitive solicitation. The requested property consists of proprietary laboratory testing plates used in ISP Forensic Services' validated toxicology testing methods. The Agency has requested a five-year contract term with an anticipated total cost of $500,000.00 for the full desired term. The ISP intends to continue using these plates to maintain consistent, reliable, and accurate testing results in its established analytical processes, which have been validated specifically using PinPoint ToxBox Plates over approximately ten years of use.
The ISP's justification for sole source procurement is based on PinPoint being the sole manufacturer and distributor of the ToxBox Plates, which are proprietary products with no known equivalent alternatives that meet the laboratory's validated testing method requirements. The Agency conducted research by contacting two vendors available through statewide contracts, both of which confirmed they cannot provide PinPoint ToxBox Plates or an equivalent product. The ISP determined that replacing the plates with an alternative would require extensive evaluation and revalidation of analytical methods, consuming significant staff time and laboratory resources while potentially disrupting testing services. The Division of Purchasing Deputy Administrator Mike Gwinn approved the SSA on August 26, 2026, and the notice of intent to approve was published, allowing interested vendors five business days from the closing date to file a challenge in accordance with Idaho Code section 67-9232(4).

A solicitation has been completed and my Agency wishes to award contracts to multiple vendors for the same or smilar property (Multiple Award Authorization)
My Agency wishes to administer or award a solicitation at a dollar amount above its normal Delegated Purchasing Authority (Limited/One-Time DPA)
The property required is available on one or more open contracts, but my Agency wishes to purchase from a different vendor. A solicitation has been completed and there is a need to negotiate with one or more vendors. (Authorization to Negotiate)
My Agency is seeking to purchase directly from an identified vendor without completing a solicitation OR wishes to perform a level of competition that is less formal than would typically be required. (Various exemptions-additional questions to follow) mailto:olivia.sorenson@isp.idaho.gov

Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?
PinPoint ToxBox Plates are unique because they are proprietary products manufactured exclusively by PinPoint. No other manufacturer produces plates that are known to meet the laboratory’s validated toxicology testing method requirements. The laboratory has used PinPoint ToxBox Plates for approximately ten years, and its analytical methods have been specifically validated using these plates. This established validation, combined with the proprietary nature of the product, makes the ToxBox Plates uniquely suited to the Agency’s current testing processes.
Replacing the ToxBox Plates with an alternative product would require extensive evaluation and revalidation of the laboratory’s analytical methods to demonstrate that the substitute performs equivalently. This would require significant staff time, laboratory resources, and expense and could potentially interrupt testing services. Additionally, the laboratory is not aware of another product that could be substituted while maintaining the current validated method. The laboratory has optimized its use of the ToxBox system to support efficient and cost-effective toxicology casework.
PinPoint has also demonstrated consistent product quality, reliability, technical support, and customer service throughout the Agency’s approximately ten years of use. These factors further support the continued use of the identified property to meet the Agency’s established testing requirements.
Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?
The Agency researched potential alternative sources by contacting two vendors available through statewide contracts to determine whether they could provide the required ToxBox Plates or an equivalent product. Both vendors confirmed that they do not source or provide PinPoint ToxBox Plates or an equivalent product that would meet the Agency’s validated toxicology testing requirements.
No suitable alternative source was identified through this research. Because the ToxBox Plates are proprietary to PinPoint and the Agency’s analytical methods have been validated specifically using these plates, products from the vendors contacted would not meet the Agency’s current business needs without significant method evaluation and revalidation.
