About this opportunity

The State of Idaho's Ada County is seeking a sole source procurement for Environmentally Friendly Stationary Armor Targets (EFSATs) through the Idaho Military Division, specifically for the Idaho Army National Guard's Orchard Combat Training Center ranges. The procurement will exclusively source 3D steel targets from Patriot Products LLC, the sole manufacturer capable of meeting Department of the Army Pamphlet 385-63 range safety standards. These specialized targets are designed to withstand 360-degree live-fire direct impacts from various ammunition types and include unique features such as integral sling/lift points, forklift pockets, and redundant plate joining systems. The procurement is being conducted under 10 U.S.C. 2304(c)(1) as a sole source authorization, with a requested contract term of 5 years. The solicitation was posted on July 12, 2023, with a response deadline of July 17, 2023, and suppliers are invited to provide information that may support or contradict the competition exemption claim through the Idaho Procurement (IPRO) system.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. Patriot Products LLC is the identified sole source vendor, with an anticipated total contract value of $450,000. The targets will be used specifically at the Orchard Combat Training Center and must meet stringent military training requirements. No incumbent vendors are mentioned beyond Patriot Products LLC, and the procurement does not indicate any specific infrastructure or technology integration requirements. The Idaho Division of Purchasing Administrator will make the final determination on the sole source authorization, with suppliers having an opportunity to submit supporting or contradictory information before a final decision is rendered. The procurement is specifically targeting the procurement of specialized 3D steel targets for military training purposes, with a focus on meeting precise Department of the Army safety and training standards.

Opportunity text

The Idaho Military Division has requested an exemption from competition for the purchase of EFSAT 3D Steel Targets. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
