About this file

This document is a Request Form to the Idaho Division of Purchasing (DOP) submitted by the Idaho Military Division (IMD) seeking a sole source authorization to procure Environmentally Friendly Stationary Armor Targets (EFSAT), 3D Steel Targets from Patriot Products LLC. The IMD supports the Idaho Army National Guard (ARNG) and the use of the Orchard Combat Training Center (OCTC) ranges, and the requested targets are required to meet the minimum standards set forth in Department of the Army Pamphlet 385-63 for range safety. Patriot Products LLC has been identified as the sole manufacturer capable of meeting these required standards. The requested term is 5 years with an anticipated total cost of $450,000.

The form outlines the business need, the uniqueness of the Patriot Products LLC EFSAT 3D steel targets in meeting the required standards, and the research conducted to identify potential alternatives, which the IMD states are not able to be utilized per Army regulations. The DOP Administrator has indicated their intent to approve the sole source authorization, pending legal notice and appeal period, and the agency will be authorized to issue a contract for up to the anticipated total cost identified.

Describe the Agency’s business need for the requested property:

IMD supports the Idaho Army National Guard (ARNG) and the use of the training ranges located at the Orchard Combat Training Center (OCTC). Per the Army National Guard regulations for Range Safety (Department of Army Pamphlet 385-63) there are minimum standards that must be met in order for our Units and visiting Units to pass their qualifications. These minimum standards must be met by all OCTC functions to include types of targets, materials and other specifications. Patriot Products LLC has been identified by the Department of Defense and is the only manufacturer who can meet the standards.

Describe what makes the identified property unique. Why is it the only property that could meet your business need?

The various Patriot Products LLC EFSATS 3-D steel targets meet all the required identified standards indicated in Department of the Army Pamphlet 385-63.

These requirements include the materials and the realistic representation of potential adversary vehicles to include armored vehicles or tanks.

Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency’s business needs?

Per Army regulation we are not able to utilize any alternatives other than what was identified.
