About this opportunity

The Idaho Department of Health and Welfare is seeking a sole source procurement for Crisis Prevention Institute's (CPI) Nonviolent Crisis Intervention Trainer Certification Training. The contract will cover training for seven adult Idaho Crisis Centers and mobile crisis response teams within the Division of Behavioral Health's Center of Excellence. CPI will provide specialized training focused on prevention, de-escalation techniques, and alternatives to restraint, which will be delivered to three state hospitals and the provider network through Optum. The training programs include Verbal Intervention, Nonviolent Crisis Intervention, Dementia Capable Care, and other specialty programs. The sole source authorization was published by the Idaho Division of Purchasing, with interested vendors having five business days to challenge the determination. The procurement timeline indicates a contract period from May 1, 2024, to April 30, 2029, with a total contract value not to exceed $500,000. The state has determined that CPI is the only vendor offering this proprietary, evidence-based, and nationally recognized best practice training after conducting comprehensive market research.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. CPI is positioned as the sole source vendor due to its unique intellectual property, copyright protections, and specialized training methodology. The contract will be administered through the Idaho Department of Administration's Division of Purchasing, with the procurement governed by Idaho Code section 67-9221. No incumbent vendors are mentioned, and the training will be implemented across state behavioral health services without specified infrastructure integration requirements. The total budget for the five-year contract is $500,000, which translates to approximately $100,000 annually for statewide training services. The procurement is specifically targeted at providing comprehensive crisis intervention training to state healthcare and behavioral health professionals, with an emphasis on creating a standardized approach to crisis management and de-escalation techniques.
