About this opportunity
The Idaho Transportation Department (ITD) is pursuing a sole source procurement for a specialized Bridge Inspection Truck from Aspen Aerials, Inc., specifically an Aspen A-62 Underbridge Inspection Unit mounted on a 2023 Kenworth T880 chassis. The procurement is being conducted through the Idaho Department of Administration's Division of Purchasing, with Bonner County as the associated jurisdiction. The truck is a non-standard Content Manager Solutions vehicle designed for comprehensive bridge infrastructure inspection, featuring advanced video systems, specialized lighting, and unique technical capabilities. Aspen Aerials has been determined to be the only qualified vendor capable of providing this specific equipment, with the procurement being processed under a sole source authorization pursuant to Idaho Code. The solicitation was posted on February 14, 2024, with proposals due by February 20, 2024, providing a short six-day window for potential vendor responses or challenges to the sole source determination.
The procurement appears to be unrestricted in terms of vendor set-asides or specific enterprise designations, with Aspen Aerials being the exclusive potential supplier. The total quoted price for the Bridge Inspection Truck is $876,842.00, with the quote remaining valid for 60 days and requiring a purchase order to formalize the transaction. Aspen Aerials has confirmed they sell and service their equipment directly, without utilizing a dealer network, and do not authorize other companies to perform training, inspections, service, or repairs on their equipment. The procurement includes standard State of Idaho insurance requirements, mandating that the contractor obtain comprehensive commercial general liability, commercial automobile liability, workers compensation, and employer's liability coverage. Any interested vendors have five business days from the notice date to file a formal challenge to the sole source procurement, in accordance with established state procurement protocols.
