SS-23-004-TH esri

This notice is for a single-source procurement issued by the Florida Department of Economic Opportunity (DEO) for ArcGIS mapping software to assist in the deployment and updating of the state's broadband location-specific fabric. The DEO requires a mapping license and tools to track the significant number of new broadband infrastructure projects to be funded through the American Rescue Plan Act and Infrastructure Investment and Jobs Act over the next 5-6 years. The intended single source is Environmental Systems Research Institute, Inc. (ESRI), and the estimated dollar amount for the 1-year subscription package is $195,898. The DEO is requesting information from prospective vendors regarding their ability to supply the requested commodities or services, and if it is determined that the services are only available from a single source, the agency will provide notice of its intended decision to enter a single-source purchase contract. The justification for the single-source procurement is that the ESRI ArcGIS software is proprietary in nature. The procurement is being requested by the DEO's Office of Broadband to maintain an up-to-date broadband deployment map for the state, tracking new infrastructure projects to avoid duplication of coverage while verifying new areas proposed are not already served by an internet service provider.

The notice does not indicate any set-aside designations or restrictions on the types of organizations that can respond. The incumbent vendor is ESRI, as the ArcGIS software is proprietary in nature and no other vendors can provide the required services. The notice does not provide any information on the possible award value or budget range for this procurement.
