About this opportunity

The Illinois Department of Corrections is procuring specialized database development and management services for an existing system under a small purchase with sole source conditions, with proposals due June 25, 2026. The sole source designation reflects the specialized nature of the existing system and technical requirements necessitating continuity and compatibility with IDOC's current database environment.

The scope encompasses database development, management, and support services to sustain IDOC's operational database infrastructure. Vendors must complete the Standard Illinois Certifications form (version 26.2) as a mandatory eligibility component.

All contracts are governed by the State of Illinois Standard IT Terms and Conditions (version 26.1), which impose several material requirements: vendors must maintain commercial liability insurance of $1 million per occurrence and $2 million annual aggregate; comply with prevailing wage requirements where applicable; implement security measures protecting State data and ensure compliance with NIST Special Publication 800-53 Revision 5 security controls and Illinois Information Technology Accessibility Act Standards; prohibit artificial intelligence use without express written State authorization; restrict data center locations to the contiguous United States unless approved; and retain books and records for three years (five years if federal funds are used). The State reserves the right to terminate for cause immediately, for convenience with thirty days' notice, or without penalty if appropriations become unavailable. Vendor liability is capped at five times total contract value except for intellectual property infringement, gross negligence, bodily injury, data breaches, and intentional contract repudiation. Payments are made under the State Prompt Payment Act.

No contract value, term length, incumbent, or evaluation criteria are specified in the available documents.
