About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Department for Facilities and Support Services, is soliciting bids for a Master Agreement to provide comprehensive sprinkler system service and repair services at 28 state-owned and operated buildings located across Kentucky. The procurement seeks qualified contractors to provide labor, materials, equipment rental, tools, and supervision necessary to maintain, service, and repair water-based fire protection sprinkler systems at facilities managed by the Division of Mechanical Services. Bidders must hold a current Fire Protection Sprinkler Contractor's License or Certificate per Kentucky Revised Statute Chapter 198B and demonstrate a minimum of five years of full-time experience in sprinkler system contracting. All work must comply with Kentucky Revised Statute Chapter 198B, the current Kentucky Building Code, and applicable National Fire Prevention Association (NFPA) codes and standards. The bid submission deadline was December 14, 2021, at 9:00 a.m. Eastern Time, with amendments extending the original November 17, 2021, closing date. Award will be determined on a best value basis using 300 total points distributed as follows: Labor Straight Time (175 points), Materials Fixed Fee-Adder (45 points), Sub-Contractor Fixed Fee-Adder (30 points), Warranty (25 points), and Response Time (25 points). Contractors must guarantee new installations for one year and repair work for ninety days from acceptance, with emergency response required within two hours of notification. The initial contract term is one year from the date of award, with four optional one-year renewal periods available subject to written approval and potential renegotiation of terms and conditions.

Kentucky resident bidder preferences and qualified bidder preferences apply to this procurement pursuant to KRS 45A.490-494 and 200 KAR 5:410, with additional set-asides potentially available for Kentucky Industries for the Blind and Kentucky Correctional Industries as applicable. All bidders must submit required affidavits certifying compliance with Kentucky campaign finance laws, sales and use tax registration, state tax payment obligations, and ethics prohibitions, as well as optional affidavits for those claiming resident bidder or qualified bidder status. Materials must be original equipment manufacturer products or factory-approved or owner-approved equivalents, with materials billed at actual cost plus a fixed-fee adder determined by cost brackets. Bids must be submitted electronically through the MOVEit secure file transfer system at https://ftp.ky.gov, with all bid documents combined into a single PDF file and uploaded to the designated RFB folder; failure to upload in the designated folder will render the bid non-responsive. No minimum purchase amount is guaranteed, and all pricing must remain valid for sixty days following the bid due date with no price increases permitted during the first 12 months of the contract. The contract value is not specified in the solicitation documents, as this is an open-ended Master Agreement where the Commonwealth will issue repair orders as needed to the selected contractor.
