About this opportunity

Jefferson County, New York is requesting sealed bids for automotive springs and spring repair services under Bid #26-81, with bids due September 23, 2026 at 3:15 p.m. EST. Bids are limited to Factory Authorized Dealers or Repair Facilities — a restrictive eligibility filter.

The scope covers labor rates for six vehicle categories: passenger vehicles, light trucks and vans (up to 9,200 lbs GVW), medium trucks and vans (9,201–18,000 lbs GVW), heavy trucks and tandem dumps (18,001–66,000 lbs GVW), equipment and material trailers (10,000–110,000 lbs GVW), and wheel alignment services. All springs must be Spring Research Institute (SRI) rated and approved. The County will transport vehicles to and from the vendor's facility. Vendors must quote a manufacturer's list-price parts discount, hours of operation, and labor rates for two contract years (November 1, 2026 through October 31, 2028). All work requires a 30-day warranty and a preferred three-day service turnaround; vendors unable to meet the three-day standard must notify the Highway Department.

The initial contract term runs from November 1, 2026, through October 31, 2028, with an option to renew for one additional year, not to exceed three years total. The County intends to award to a single vendor but reserves the right to designate both primary and secondary vendors. Bids must remain valid for 45 days from opening. Award will be made to the lowest responsive and responsible bidder meeting specifications or providing acceptable deviations.

Vendors must provide comprehensive insurance including Workers' Compensation (statutory), Commercial General Liability ($1 million each occurrence / $2 million aggregate), and Business Automobile Liability ($1 million combined single limit). New York State prevailing wage rates apply if applicable. All bidders must submit non-collusive bidding certifications, Iranian Energy Sector Divestment compliance, and sexual harassment prevention policy certifications. Other New York municipalities and school districts may piggyback on this contract under identical terms.
