About this opportunity

This procurement involves a joint road construction and maintenance project undertaken by Springfield Township, Marple Township, and Swarthmore Borough in Delaware County, Pennsylvania (Contract No. 2026-02). The three municipalities are seeking sealed electronic bids through PennBid for comprehensive road milling and paving services across their combined jurisdictions. The scope of work includes approximately 85,663 square yards of 1.5-inch milling, 85,785 square yards of 1.5-inch, 9.5mm Superpave wearing course asphalt placement, 1,345 square yards of 4-inch, 25mm Superpave base repair, pavement marking, joint sealing, thermoplastic pedestrian crossings, stop bars, and traffic loop installation, all performed in accordance with PennDOT Publication 408 specifications. Prospective bidders must be pre-qualified with PennDOT in accordance with Section 102.01 of PennDOT Publication 408 and must submit sealed bids electronically by 11:00 AM on April 3, 2026, with public opening scheduled at the Marple Township administrative office located at 227 S. Sproul Road, Broomall, PA 19008. Each bid must be accompanied by a certified check or bid bond equal to ten percent of the total bid amount, and the successful bidder must provide performance and payment bonds equal to 100 percent of the contract value within 20 days of award, with bonds required from companies licensed to do business in Pennsylvania. The project is subject to Pennsylvania Department of Labor and Industry prevailing wage rates, and liquidated damages are assessed at $870.00 per calendar day for project delays.

No specific set-aside designations for disadvantaged enterprises or restrictions on bidder types are explicitly stated in the solicitation documents; however, the requirement for PennDOT pre-qualification effectively restricts participation to contractors meeting that agency's standards. Bidders must also comply with Pennsylvania bonding requirements, ensuring only companies licensed to operate within the state may provide the required performance and payment bonds. No incumbent vendors or existing contracts are referenced in the available documentation. Successful bidders will be required to pay a fee to PennBidTM for their participation in the electronic bidding platform. The specific contract award value is not disclosed in the posted materials, with only the quantified deliverables—such as 85,663 square yards of milling and 85,785 square yards of Superpave wearing course—provided to establish project scope. All documentation, including detailed specifications and plans, is available for public inspection through the PennBid website, and prospective bidders should review these materials to develop accurate cost proposals for submission by the April 3, 2026 deadline.
