About this opportunity

Springfield Hospital Center, a Maryland Department of Health facility in Carroll County, is soliciting bids under Invitation for Bid BPM059551 for preventive maintenance, emergency maintenance, minor repairs, and load testing of fifteen emergency generators. The pre-bid conference and site visit is November 4, 2026, bids are due November 13, 2026 at 2:00 p.m. via eMMA, and the solicitation is a Small Business Reserve open only to bidders certified as Certified Small Businesses (CSB).

Bidders must have a minimum of three years of experience in generator preventive maintenance and load testing, hold a State of Maryland General Contractor's License, and hold an Electrical Generating Systems Association (or equivalent) Electrical Generator Systems Technician Certification, with technician qualification documentation. Proof of general liability insurance of $1 million per occurrence and $2 million aggregate for bodily injury and property damage is due within five days of apparent awardee notification. The Contractor Guidelines attachment lists different limits of $1 million and $3 million.

The scope covers fifteen generators across fourteen buildings plus one portable unit, manufactured by Cummins, Generac, Kohler, and Terex Power, and twelve transfer switches from Cummins, Kohler, and GE. Preventive maintenance occurs four times annually, three months apart, with two visits between April and October and two between November and March. Annual four-hour load bank testing must comply with NFPA 110, and automatic transfer switches require routine maintenance and testing. Emergency service must be available twenty-four hours daily with on-site response within two hours of notification. If equipment failure causes loss of essential service for more than two regular workdays, the contractor must provide rental equipment at no cost to the State.

The award is fixed-price to the responsive bidder submitting the lowest Total Bid Price under COMAR 21.05.07. The contractor absorbs labor and parts costs up to $500 per incident for emergency service and minor repairs, and travel time is the contractor's responsibility. Major repairs are defined as scheduled repairs requiring equipment shutdown or involving replacement parts exceeding $500 per incident. The State reimburses freight billed directly and pays for parts for repairs discovered before or during the first quarter of preventive maintenance. The sample contract attachment caps total compensation at $50,000 over a November 25, 2025 through November 24, 2027 term. The IFB sets the term at one year, beginning on or about November 24, 2026 and ending November 23, 2027, with no renewal options.

Questions are accepted until November 10, 2026 at 12:00 p.m. EST. The pre-bid conference is at the Maintenance Building on November 4, 2026 at 10:30 a.m., with attendance strongly encouraged but not mandatory. Work is performed at Springfield Hospital Center, 6655 Sykesville Road, Sykesville, Maryland 21784, and contractors check in at the Administration Building to obtain an Authorized Contractor Badge. The appendix cites the solicitation as BPM053794, which differs from the IFB number.
