About this opportunity

The Borough of Frackville, Pennsylvania is requesting bids for construction of the Spring & Nice Streets Stormwater Project, with bids due October 1, 2026 at 10:00 a.m. via the PennBid Program and a non-mandatory pre-bid conference at the project site on September 15, 2026 at 9:00 a.m. Pennsylvania prevailing wage rates apply to all workers, and contractors must comply with the Public Works Employment Verification Act and maintain E-Verify authorization.

The scope includes installation of approximately 176 linear feet of 12-inch reinforced concrete storm sewer pipe along Spring Street between Nice Street and Birch Street, two PennDOT Type M stormwater inlets (or precast knockout-style inlet box alternates meeting 4,000 psi concrete compressive strength and PHL-93 or HS-25 loading requirements, with Engineer approval), connection to an existing storm sewer inlet at Birch Street, excavation, pipe bedding and backfill, erosion and sediment controls, traffic maintenance and protection, roadway trench and pavement restoration, and site restoration. All steel products must be produced in the United States. Work must be substantially completed within 60 days after Notice to Proceed and fully completed within 75 days.

Bids are unit-price based with final pricing subject to actual quantities determined by the engineer. Bid security of 10 percent of the total bid amount is required. Progress payments will be made monthly at 90 percent of completed work value, with retainage reducing to zero once 50 percent of work is completed and progress remains satisfactory. Liquidated damages are $1,500 per day for delays beyond substantial completion and an additional $1,500 per day for final completion delays. Performance and payment bonds are required. Addendum No. 1 (issued September 18, 2026) clarifies inlet specifications, adds the Worker Protection and Investment Certification Form requirement, and permits floater insurance policies as an alternative to builder's risk coverage. All project documents are available at no cost via PennBid. The Borough reserves the right to reject any or all bids and to waive any informality.
