About this file

This addendum document issued by the Borough of Frackville on September 18, 2026, provides clarifications and modifications to the bidding documents for the Spring & Nice Streets Stormwater Project (Entech No. 4140.087). The addendum addresses four primary items: inclusion of Appendix F (Worker Protection and Investment Certification Form) that was missing from the original PennBid documents; modification of Section C700 Supplemental Conditions to permit installation floater policies as an alternative to builder's risk insurance; revision of Section 011500 regarding measurement and payment for trenching, excavation, bedding, and backfill; and resolutions to contractor questions raised during the pre-bid meeting held on September 15, 2026. The project completion requirements establish that work shall be substantially complete within 60 calendar days and fully completed within 75 calendar days from the Notice to Proceed date. Bids are due by 10:00 am local time on October 1, 2026, via the PennBid electronic bidding system, with bid security required at 10% of the total bid amount.

The addendum specifically clarifies that precast knockout-style inlet boxes and grates may be used as alternates to the specified PennDOT Type M inlet boxes, provided they meet minimum requirements including 4,000 psi concrete compressive strength and applicable PHL-93 or HS-25 roadway loading requirements, with field testing for leakage and Engineer approval required. The Worker Protection and Investment Certification Form requires contractor certification of compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor and workforce safety laws including the Prevailing Wage Act, Construction Workplace Misclassification Act, and Minimum Wage Act, with penalties for false certifications including contract termination and three-year debarment from future Commonwealth contracts.
