About this opportunity

The City of Madison, located in Dane County, Wisconsin, is seeking a comprehensive orthophotography collection service for spring 2018 to support citywide planning and engineering efforts. The procurement involves acquiring digital, natural color orthophotography with 3-inch resolution covering approximately 178 square miles in the Madison area, with specific requirements including cloud-free conditions and minimized building lean in downtown areas. Deliverables include raw flight scans, flight plans, geotiff tiles, mosaic imagery in multiple formats, metadata, and control reports meeting ASPRS Class I accuracy standards. The proposal requires digital orthophotography with potential optional add-ons such as expanded coverage areas, 6-inch and 3-inch oblique imagery, and color-infrared/near-infrared imagery for impervious surface analysis. Evaluation criteria will be weighted across five key areas: Project Understanding and Approach (30%), Project Team (20%), Similar Projects by Company (15%), Cost (30%), and Local Vendor Preference (5%). The request for proposals (RFP) was posted on December 15, 2017, with questions due by December 11, 2017, and proposals due on January 8, 2018, at 2:00 PM CST. The City anticipates a 90-day turnaround from photography date to initial ortho delivery, with four weeks for City review and three weeks for contractor corrections.

The procurement appears open to various vendors, with a 5% scoring preference given to local vendors registered with the City as of the bid due date. Contractors must comply with specific standard terms and conditions, including affirmative action requirements for firms with 15 or more employees and aggregate annual business exceeding $25,000. Commercial general liability insurance of at least $1,000,000 is mandatory, and contracts exceeding $5,000 must meet living wage requirements. The City will be tax-exempt and will not pay federal excise or state sales taxes. All delivered data will become the sole property of the City, which retains full rights to redistribute, manipulate, and modify the imagery. While no specific budget range is explicitly stated, the comprehensive nature of the orthophotography collection and potential add-on options suggest a significant investment in geospatial data acquisition. The procurement allows for flexibility through optional services, enabling the City to customize the orthophotography collection to meet specific departmental needs.
