About this file

This is a Request for Proposals (RFP) issued by the City of Madison Engineering Department in Wisconsin for Spring 2018 Orthophotography Collection services. The City seeks a leaf-off spring flight in 2018 to support planning and engineering efforts across all City departments. The project requires digital, natural color orthophotography capable of supporting 3-inch resolution imagery over approximately 178 square miles in the Madison area, with specific requirements including cloud-free conditions, minimized building lean in downtown areas, and seamless image stitching. Deliverables include raw flight scans, flight plans, geotiff tiles, mosaic imagery in multiple formats, metadata, and control reports meeting ASPRS Class I accuracy standards. The City will conduct rigorous quality assurance and quality control reviews for accuracy and seam line issues. Optional add-ons include expanded coverage areas, 6-inch and 3-inch oblique imagery, and Color-infrared/near-infrared imagery for impervious surface analysis. Proposals were due on Monday, January 8, 2018, at 2:00 PM CST, with questions due by December 11, 2017. The RFP does not specify an award date or contract term duration within the primary documents. No bidder's conference or site visit is explicitly required, though the City reserves the right to request oral presentations or facility inspections at the proposer's expense.

Pricing shall be submitted as all-inclusive, not-to-exceed, fixed fees covering all direct and indirect expenses, with separate cost proposals required for the base project and optional add-on items presented on a per-square-mile basis where applicable. The City anticipates at least a 90-day turnaround from photography date to initial ortho delivery, with four weeks allowed for City review and three weeks for contractor corrections. The selection committee will evaluate proposals using weighted criteria: Project Understanding and Approach (30%), Project Team (20%), Similar Projects by Company (15%), Cost (30%), and Local Vendor Preference (5%). The City of Madison is tax-exempt and will not pay federal excise or state sales taxes. Local vendors registered with the City as of the bid due date will receive a 5 percent scoring preference. All delivered data becomes the sole property of the City, which retains all rights to redistribute, manipulate, and modify the imagery. The contractor must comply with all Standard Terms and Conditions, including affirmative action requirements for firms employing 15 or more employees with aggregate annual business exceeding $25,000, commercial general liability insurance of at least $1,000,000, and living wage requirements for contracts exceeding $5,000.

2 INTRODUCTION

2.1 Background Information

The City of Madison, (hereby known as “The City”), located in south central Wisconsin, is looking to acquire a leaf-off spring flight in 2018 to aid in various planning and engineering efforts. The orthophotography will be used across all City departments for a variety of uses. The City of Madison is also interested in some buy up options that are outlined below.

3 KEY COMPONENTS

3.1 Flight Specs (Base Project – The City Madison)

The spring flight must be leaf-off, after snow melt (no ice on lakes), and before leaves are on the trees.

The City is requesting a digital, natural color flight capable of supporting a 3-inch ortho. There will be one spot shot over the Capitol Building at true nadir with no building lean that will be stitched into the mosaic.

The flight shall take place at the appropriate time to minimize shadows and have a cloud free flight.

Image tiles should have no noticeable seams through buildings, bridges, etc. Madison has large water bodies that can create difficulties in stitching images together. The City realizes this, but all current ortho processing and image manipulation tools are to be used to minimize harsh seam lines in large water bodies. Best practices should be used in the downtown area to minimize building lean of tall buildings.

The tiling scheme will be PLSS quarter section based, overlapping tiles, but the overall image to image correlation must be seamless in all products. The collection area is approximately 178 square miles and is outlined in Appendix C. The flight and resulting orthos will meet or exceed ASPRS Class I accuracy standards.

3.2 Buy up Options

Dependent on funding and the base project cost, The City of Madison is interested in the following options (in no particular order):

1. Price per square mile of image collect and ortho process on top of the base cost

There are a few areas the City is looking at expanding the coverage based on cost. Assume the base project/option is selected. Any additional areas will be contiguous with the base project boundary.

2. City Wide Obliques

Oblique imagery of the project area. The City has numerous projects where oblique imagery would be useful. If the contractor is able to provide oblique imagery as well as standard orthophotography, The City would be interested in a 4-way collect. Being able to collect oblique imagery is not a necessity for submittal. The City is weighing its options for the most cost effective way to serve multiple potential projects. The City will look at both 3-inch and 6-inch oblique orthos.

3. CIR

The City is looking at the possibility of creating an impervious surface layer in the future. The City would like a cost on getting Color-infrared/near infra-red to help with that process.

4 CITY AND CONTRACTOR RESPONSIBILITIES

4.1 City

• QA/QC Review – The City will perform a rigorous QA/QC review for both absolute accuracy and for seam line issues. The City will be paying particular attention to ghosting buildings, 8680-0-2017-BO Spring 2018 Orthophotography Collect.doc Page 8 relief displacement along bridges, and over street walkways, and image to image matching.

The City will also perform an NSSDA-like absolute accuracy report using 20-30 surveyed photo identifiable points.

• Ortho Tiling scheme in CADD or Shapefile. Tiles will need to be buffered 100 feet to create overlapping tiles.

• Any other data that we have available that will aid in the successful completion of the project.

• 2016 DEM for ortho rectification (accuracy is more than sufficient for rectification)

4.2 Contractor

• Sufficient ground control for flight

• Any FAA coordination needed with flying over Dane County Regional Airport

5 DELIVERABLES

All deliverables will be placed on a single external hard drive.

5.1 Base Project

1. Flight & Orthos

• Raw scans of flight

• Flight Plan outlining the flight line numbers and photo numbers in DWG & SHP

• 3-inch natural color geotiff tiles in Dane County Coordinate System (header information must be compatible with the most current version of ESRI, AutoDesk and Microstation software) o Untiled o No overviews o Dane County Coordinate System (CRS), US Feet

• AT files (including camera calibration report)

• Control Report from flight in text format with pictures (if photo ID was used).

• SID Mosaic and SID tiles in MG4 format (no “fuzzy” pixels in Null areas).

• JP2 Mosaic

• Associated world files for all imagery products

• FGDC compliant metadata for project (one file for entire project is sufficient)

5.2 Add on Options

1. Option 1 - Expansion Pricing

• Any additional deliveries will follow the deliverables of the base price

2. Option 2 – Six-Inch Oblique Imagery

• Images in format that can easily be ingested into ESRI ArcMap and Autodesk software

• Software required for cataloging, viewing, and analyzing oblique imagery

3. Option 3 – Three-inch Oblique Ortho

• Imagery will follow the same format as the base project but with a three-inch resolution

8680-0-2017-BO Spring 2018 Orthophotography Collect.doc Page 9

4. Option 4 – Addition of 3 inch CIR

• Base project deliverables with additional 4-band tiffs/sids.

6 SELECTION CRITERIA

All proposals will be reviewed by a selection committee chosen by the City Engineer. Proposals will be ranked separately based on qualifications and cost.

6.1 Weights and Scores

Qualification factors will be weighted as shown.

Project Understanding and Approach 30% Project Team 20% Similar Projects by Company 15% Cost 30% Local Preference 5% Total 100%

The Selection Committee will review and rank cost proposals separately. It will select the proposal which best combines the necessary qualifications with value for expenditure of public funds. The Committee will recommend to the City Engineer who will approve the selection.

6.2 Contracting

1. Disclosure of Contract Failures, Litigations

Prior to selection the City may request that one or more proposers disclose any significant prior or current contract failures, contract breaches or civil or criminal litigations pending within the last three (3) years which involve your firm.

2. Willingness to Execute City Purchase of Services Contract

Firms proposing will be assumed to be willing to execute the standard City of Madison Contract for Purchase of Services. A sample contract is attached to this RFP as Appendix B.

Any exceptions to this should be stated in the Proposal.

3. Ownership of Data

All delivered data belongs to The City. The City has all rights to redistribute, manipulate, and change the data as they see fit.

7 REQUIRED INFORMATION AND CONTENT OF PROPOSALS

All proposals will follow the format outlined below. No exceptions or deviations from the proposal will be accepted. This will help with the review process. Proposals should be no larger than 40 pages.

7.1 Cover Letter

This component shall include a signed letter by a principal of the company outlining the firm’s project understanding and ability to allocate required resources to the project. The cover letter will give a contact person at the firm that is qualified to answer any questions about the proposal or project approach.

7.2 Section 1-General Information and Signatures

1. Form A – Signature Affidavit

8680-0-2017-BO Spring 2018 Orthophotography Collect.doc Page 10

2. Form B – Receipt Forms and Submittal Checklist

3. Form C – Vendor Profile Information. If the prime contractor is subcontracting with another firm for any part of the project, provide a Vendor Profile for them as well.

4. Form E – References

7.3 Project Process

Please state the firm’s project approach, including details of any of the buy up options. There is no need to mention hardware or software, unless the firm feels it gives them a unique approach. Please state the firm’s quality control measures and workflows.

7.4 Project Team

Please list the team working the project, including any sub-contractors. Include resumes (no more than 5) of the main personnel working on the project and their role. Include the Project Manager, who The City will correspond with on all phases of the project.

7.5 Related Experience

Highlight up to four projects (no more than one page each) of similar scope and nature. Make sure these correspond to the reference you have listed in Form E-References.

7.6 Proposed Schedule

Provide a delivery schedule and milestones based on a typical spring flight. The City would like at least a 90-day turnaround for the orthos from the date of photography for initial delivery. The City will have 4 weeks to review the data. The contractor will then have 3 weeks to fix any required changes. If the contractor cannot meet that delivery schedule, or can issue cost savings of the project by supplying a longer schedule, please note that here.

7.7 Cost Proposal

Please submit cost proposal, Form D, separate from the rest of the proposal

CITY OF MADISON

(STC-Form: 07/26/2016)

1. General. Throughout this document, "City of Madison," "City" and "Purchasing" shall be synonymous and mean the City of Madison. The words "bid" and "proposal" are synonymous, as are the words "bidder," "proposer" and "contractor." The phrases "request for proposal," "invitation for bids," "request," "invitation," and "solicitation" shall also be synonymous.

As applied to the winning or selected bidder, the words "bid," "proposal," and "contract" are synonymous.

2. Entire Agreement, Order of Precedence. These standard terms and conditions shall apply to any Purchase Order issued as a result of this Request for Bid/Proposal, except where expressly stated otherwise in the RFP or in a written instrument covering this purchase signed by an authorized representative of the City and the Contractor, in a form approved by the City Attorney (a “Separate Contract”). If such a separate contract is executed it shall constitute the entire agreement and no other terms and conditions, whether oral or written, shall be effective or binding unless expressly agreed to in writing by the City.

If a Separate Contract is not executed, these Standard Terms and Conditions, the City’s request for proposals, the version of the vendor’s bid that was accepted by the City, and the City’s Purchase Order (if any) shall constitute a contract and will be the entire agreement.

Order of Precedence: If there is a conflict between this Section A and any terms in the vendor’s accepted bid or proposal, this Section A shall control unless the parties expressly agree to another order of precedence, in writing. If there is a conflict between this Section A and a Separate Contract, the terms and conditions of the Separate Contract shall control.

I. TERMS FOR SUBMISSION OF BIDS: The following section applies to the bid/selection process only.

3. This invitation for bids does not commit the City to award a contract, pay any costs incurred in preparation of bids, or to procure or contract for services or equipment. The City may require the bidder to participate in negotiation and to submit such additional price or technical or other revisions to his or her bids as may result from negotiation. The bidder shall be responsible for all costs incurred as part of his or her participation in the pre-award process.

The City reserves the right to accept or reject any or all bids submitted, in whole or in part, and to waive any informalities or technicalities which at the City’s discretion are determined to be in the best interests of the City. Further, the City makes no representations that a contract will be awarded to any offeror responding to this request. The City expressly reserves the right to reject any and all bids responding to this invitation without indicating any reasons for such rejections(s).

The City reserves the right to postpone due dates and openings for its own convenience and to withdraw this solicitation at any time without prior notice.

4. Addenda. Changes affecting the specifications will be made by addenda. Changes may include, or result in, a postponement in the bid due date. Bidders are required to complete the Bidder Response Sheet, acknowledging receipt of all parts of the bid, including all addenda.

5. Price Proposal. All bidders are required to identify the proposed manufacturer and model, and to indicate the proposed delivery time on the attached Proposal Form. Failure to do so may cause the bid to be considered not responsive. If desired, the bidder may include product literature and specifications. The price quoted will remain firm throughout each contract period. Any price increase proposed shall be submitted sixty (60) calendar days prior to subsequent contract periods and shall be limited to fully documented cost increases to the bidder which are demonstrated to be industry-wide.

6. Price Inclusion. The price quoted in any bid shall include all items of labor, materials, tools, equipment, and other costs necessary to fully complete the furnishing and delivery of equipment or services pursuant to the specifications attached thereof. Any items omitted from the specifications which are clearly necessary for the completion of the project shall be considered a portion of the specifications although not directly specified or called for in these specifications.

7. Pricing and Discount.

a. Unit prices shown on the bid/proposal or contract shall be the price per unit of sale (e.g., gal., cs., doz., ea., etc.) as stated on the bid/proposal or contract. For any given item, the quantity multiplied by the unit price shall establish the extended price. If an apparent mistake exists in the extended price, the unit price shall govern in the bid/proposal evaluation and contract administration.

b. In determination of award, discounts for early payment will only be considered when all other conditions are equal. Early payment is defined as payment within fifteen (15) days providing the discount terms are deemed favorable. All payment terms must allow the option of Net 30.

8. F.O.B. Destination Freight Prepaid. Bid prices must include all handling, transportation and insurance charges. Failure to bid FOB Destination Freight Prepaid may disqualify your bid.

9. Award.

a. The City will have sole discretion as to the methodology used in making the award. Where none is specified, the award will be made to the lowest responsible bidder in compliance with the specifications and requirements of this solicitation.

b. The right is reserved to make a separate award of each item, group of items or all items, and to make an award in whole or in part, whichever is deemed in the best interest of the City.

10. Responsiveness and Responsibility. Award will be made to the responsible and responsive bidder whose bid is most advantageous to the City with price and other factors considered. For the purposes of this project, responsiveness is defined as the bidder’s conformance to the requirements of the solicitation. Being not responsive includes the failure to furnish information requested.

In the event the Bidder shall default in any of the covenants, agreements, commitments, or conditions and any such default shall continue unremedied for a period of ten (10) days after written notice to the Bidder, the City may, at its option and in addition to all other rights and remedies which it may have, terminate the Agreement and all rights of the Bidder under the Agreement.

c. Failure to maintain the required certificates of insurance, permits, licenses and bonds will be cause for contract termination. If the Bidder fails to maintain and keep in force the insurance, if required, the City shall have the right to cancel and terminate the contract without notice.

II. CONDITIONS OF PURCHASE: The following section applies to purchases/contracts after the award. See Paragraphs 1 & 2 for applicability and order of precedence.

12. Specifications.

a. All bidders must be in compliance with all specifications and any drawings provided with this solicitation. Exceptions taken to these specifications must be noted on your bid.

When alternates are bid/proposed, they must be identified by manufacturer, stock number, and the bidder/proposer is responsible for providing sufficient information to establish equivalency. The City shall be the sole judge of equivalency. Bidders are cautioned to avoid bidding alternates which do not meet specifications, which may result in rejection of their bid/proposal.
