The procurement encompasses coordination, planning, and documentation support across Sacramento County and San Francisco City jurisdictions to establish frameworks for military installation-community readiness coordination. Primary deliverables include tabletop exercise design and execution (to be completed within the first four months of contract performance), stakeholder contact development and coordination, working group setup and launch, and completion of performance measures questionnaires and executive summaries. All work products, including presentations, briefings, contact lists, working group materials, and reports, require LCI review and approval prior to finalization or distribution, and services must be performed during business hours (8:00 AM to 5:00 PM PST, Monday through Friday), conducted remotely or onsite as approved by the Contract Manager. Evaluation follows a four-phase process consisting of Administrative Evaluation (Pass/Fail), Minimum Qualifications (Pass/Fail), Technical Evaluation (100 possible points), and Cost Evaluation (50 possible points), with award made to the highest-scored qualified responsible proposer. Critical deadlines include a Letter of Commitment due by May 22, 2026, proposals due by June 15, 2026, at 3:00 PM Pacific Standard Time via email to Contracts@lci.ca.gov, with an estimated Notice of Intent to Award on June 29, 2026, and contract performance commencing July 20, 2026, through July 20, 2027.

The procurement mandates minimum Disabled Veterans Business Enterprise (DVBE) participation of 3 percent and Small Business (SB) participation of 25 percent, both non-waived, with eligible certified subcontractors receiving incentive point increases during scoring evaluation. Proposers must be U.S.-based organizations with U.S. ownership and operational control, legally authorized to conduct business in California, and must maintain compliance with Executive Order N-6-22 regarding economic sanctions compliance; proposers claiming SB or DVBE status must provide current certification documentation from the Department of General Services Office of Small Business and Disabled Veteran Business Enterprise Services via CaleProcure. Contractors may not subcontract more than 49 percent of the scope of work tasks, and all subcontractors must be identified at proposal submission and meet minimum qualifications. The maximum contract value is $304,897.00 with no indirect costs permitted for contractors or subcontractors; proposers must submit itemized labor costs, travel reimbursement following CalHR rates for in-state travel only (out-of-state travel is not authorized), meetings, reproduction, reports, and other necessary expenses utilizing the provided cost worksheet template.
