About this opportunity
The Illinois Department of Natural Resources is requesting bids for development and printing of a Sportfish of Illinois foldout booklet, with proposals due July 6, 2026. Vendors must demonstrate qualification by submitting examples of at least three previously completed similar projects, and a minimum of 51 percent of work must be performed by the prime contractor.
The deliverable is a full-color, laminated foldout booklet measuring 9 inches tall by 24 inches wide when unfolded and 4 inches wide by 9 inches tall when folded, with five folds creating 12 unique pages. The scope includes design, research, editorial services, and production of 10,000 copies featuring 66 to 68 fish species specified by IDNR, each with common names, scientific names, size ranges, colors, and identifying characteristics. The front cover must display IDNR logos, Division of Fisheries branding, and QR codes linking to IDNR's homepage and IfishIllinois.org; the back page shall contain contact information, maps, and invasive species messaging. Specifications require 80–100 pound paper stock, full-color printing, weather-resistant lamination, and all images must meet a minimum of 300 DPI at 100% production quality. All content and final proofs require IDNR approval prior to printing. Vendors must include all image development costs in the bid and provide a sample of similar work either electronically or physically upon request. IDNR retains copyright ownership of all developed materials, and the finished booklet is exclusively branded for IDNR use and cannot be sold retail by any party other than the state.
Any subcontractors are subject to Illinois prevailing wage requirements as established by the Illinois Department of Labor. A digital copy of the final product is desired, though intellectual property ownership considerations apply.
