About this opportunity

The City of Phoenix Water Services Department is requesting sealed bids for spoils hauling services under IFB-27-0434, with bids due September 1, 2026, at 2:00 a.m. and a pre-offer conference scheduled for August 18, 2026, at 10:00 a.m. via WebEx. This is a Disadvantaged Business Enterprise - Neutral (DBE-N) program contract subject to Federal Transit Administration compliance and small business participation reporting requirements.

The scope covers removal and transportation of construction spoils—soil, aggregate base course, concrete, and asphalt mixture—generated during water main repairs and maintenance operations from nine yard locations organized into three groups. Group I (Corona, Reservoir, Rio, and Pecos Yards) generates approximately 18,300 tons annually; Group II (Cave Creek, Morton, and North Yards) generates 11,500 tons annually; and Group III (West Yard) generates 300 tons annually, totaling approximately 30,100 tons distributed across weekly or as-needed pickups. The contractor must transport materials to City-approved disposal sites. If the contractor uses an alternative disposal site, the contractor assumes all disposal costs and liability; the City pays landfill fees directly for City-approved sites.

The contract term is five years beginning upon Phoenix City Council approval with no extension options. Pricing must be firm and fixed for the initial year, with annual price increase requests thereafter subject to City approval with 60 days' notice and supporting documentation. The contractor must provide all hauling equipment, labor, materials, transportation, and overhead costs within the quoted price.

The contractor must possess a minimum of five years in business providing similar services, maintain qualified equipment operators with one year minimum experience and valid Arizona Commercial Driver's Licenses, and ensure all equipment is in full working order. Award will be made to the lowest responsive and responsible offeror. Within ten calendar days of award notification, the contractor must submit certificates of insurance meeting specified minimums. Written inquiries are due August 25, 2026, at 5:00 p.m. Contractors must comply with Arizona prevailing wage laws, equal employment opportunity requirements, legal worker verification, and heat safety mitigation requirements for outdoor workers.
