About this file
This is a Small Business Participation Plan (SBPP) annual submission form issued by the City of Phoenix Public Transit Department for contractors engaged in Federal Transit Administration (FTA)-assisted projects subject to Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26. The form requires contractors to submit annually on the anniversary date of contract execution and document all small business participation occurring through procurements, joint ventures, goods and services arrangements, and other business relationships. Contractors must demonstrate good faith efforts to promote small business participation by contacting the PTD Compliance Specialist, identifying verified small business suppliers, conducting proactive outreach, sending solicitation letters, and maintaining logs of all contacts and responses. The plan applies to the City of Phoenix Spoils Hauling Services contract, which has a five-year term with no renewal options and an effective date upon final signature by the City Clerk's department.
Contractors are responsible for tracking and reporting all small business participation monthly into the City of Phoenix Certification and Compliance System at phoenix.gob2g.com. The SBPP requires contractors to list currently engaged small businesses by category (subcontractors, joint venture partners, suppliers, etc.) and total amounts paid during the preceding year, as well as identify future opportunities for small business participation including relevant Scopes of Work, estimated timeframes, and known contractors or vendors. A designated contract liaison must submit the updated SBPP annually along with any supporting documentation requested by the agency. No specific pricing terms, set-asides, or funding amounts are detailed in this form, as it serves as a compliance and reporting framework for small business engagement rather than a procurement with established pricing or funding parameters.
